Main Purpose of Job
The Special Education State Personnel DevelopmentCoordinator will develop personnel preparation and professional learningstrategies that build the systemic capacity of schools to increase targetededucational outcomes for students with disability. This will be achieved thoughcoordinating with schools and school personnel key stakeholders (includingnon-profit and university partners) MSDE staff in both the Divisions ofSpecial Education and Instructional Programs national experts and otherstakeholders as appropriate. The coordinator also ensures the development ofdata reporting as it relates to student progress instructional implementationand any federal or state reporting. The Coordinator will need to ensure timelycollaboration with staff data collection coordination of teamwork andproactively planning communications across multiple organizations and groups.
Additionally the Coordinator serves as an InclusivePractices specialist with a focus on enabling access to grade-level contentalongside non-disabled peers for students with disabilities. The Coordinatorcollaborates with wider MSDE staff including staff within the Division ofInstructional Programs to ensure alignment between MSDE coaching initiativesand academic content. The Coordinator may also serve as a resource for LEAadministrative staff (principals assistant principals etc) to help implementinclusive practices for students with disabilities.
POSITION DUTIES
Collaborateswith MSDE staff to ensure DSE guidance related to Specially Designed Instructionand school-based coaching work aligns greater agency-wide priorities withinMSDE (statewide coaching Science of Reading Revised Math Standards etc).
- Manages the work of any relevant outside advisory groups and interactions with national experts in inclusive practices.
- Leads the compilation of literature related to coaching and inclusive school-based practices. Lead and collaboratively develop state technical assistance and local professional learning/coaching activities.
- Uses fidelity of implementation tools to determine the extent to which university faculty MSDE staff and local professional developers implement inclusive instructional practices.
- Facilitates any relevant focus groups advisory panels or joint collaboratives related to effective inclusive practices.
- Oversees and supports school-based coaching with the support of MSDE staff and partners.
- Oversees alignment between DSE instructional guidance and greater MSDE coaching resources.
- Provides training and coaching support for greater MSDE-wide programmatic initiatives including regional coaching Multi-Tiered Systems of Support (MTSS) inclusive opportunities for academic-based instruction (Science of Reading revised math standards etc).
- Provides support and technical assistance related to inclusion for building-level leaders (Principals assistant principals etc).
MINIMUM QUALIFICATIONS
EDUCATION: A Masters Degree or equivalent 36 post baccalaureate credit hours ofcourse work in Education Special Education or a related field.
EXPERIENCE: Four (4) years of professionaladministrative experience in or affiliated with special education or earlyintervention program.

- Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One (1) year of experience federal program administrationspecific to special education.
DESIRED OR PREFERRED QUALIFICATIONS
Preferencewill be given to applicants who possess the following preferredqualification(s). Include clear and specific information on yourapplication regarding your qualifications.
- Experience with trends regulations policies and issues governing early intervention and special education programs.
- Experience working with special education program administration and regulation specific to Special Education.
- Experience providing technical assistance to Local Education Agencies (Local School Systems) and Public Agencies (PA) regarding compliance with the IDEA and COMAR as it pertains to children with disabilities Birth 21.
