Software Business Analyst

• Lead and facilitate business discovery workshops and stakeholder interviews to understand business processes challenges and objectives.
• Elicit analyze validate and document functional and non-functional business requirements.
• Develop high-quality Business Requirements Documents (BRDs) Functional Design Documents (FDDs) user stories process flows use cases and acceptance criteria.
• Work closely with business stakeholders product owners architects developers QA teams and project managers to ensure requirements are clearly understood and implemented.
• Support backlog creation prioritization refinement and grooming in collaboration with Product Owners and Scrum teams.
• Translate complex business needs into actionable user stories and functional specifications.
• Participate in sprint planning reviews and UAT activities ensuring delivered functionality aligns with business expectations.
• Identify requirement gaps dependencies risks and opportunities for process improvement.
• Maintain documentation throughout the project lifecycle and ensure traceability between requirements and delivered functionality.

• Bachelors degree in Business Information Systems Computer Science or a related field.
• 46 years of experience as a Software Business Analyst on enterprise software implementation or modernization projects.
• Excellent written verbal and presentation communication skills.
• Proven experience leading discovery sessions and stakeholder workshops.
• Strong experience documenting business and functional requirements.
• Experience working in Agile/Scrum environments.
• Hands-on experience managing and refining product backlogs.
• Proficiency with Azure DevOps (ADO) Jira or similar Agile lifecycle management tools.
• Strong analytical problem-solving and facilitation skills.
• Ability to manage multiple stakeholders and priorities in a fast-paced environment.

• Experience working with State or Federal public sector agencies.
• Experience supporting Medicaid eligibility Medicaid Management Information Systems (MMIS) Integrated Eligibility Systems (IES) or other Health and Human Services programs.
• Experience with one or more government benefit programs including:
  • Medicaid
  • SNAP
  • TANF
  • Child Care Assistance
  • Child Welfare
  • Unemployment Insurance
• Understanding of government business processes regulations and compliance requirements.
• Experience with process modeling tools such as Figma Visio or Lucidchart is a plus.

• Candidates must be located in Hawaii.
• Preference will be given to candidates with prior experience supporting Hawaii State government or other U.S. public sector clients.

This is a full-time role with a salary range of $90-110 depending on experience
