Description of Work

The Utilities Unit under the Preconstruction Division facilitates and manages the relocation adjustment removal and addition of utilities along NCDOT highways and rights of ways to maintain the integrity mobility and safety of the highway system for its users.

We are seeking a Western Region Engineer II and in this role you will:

Manage projects and engineering resources to support preconstruction design activities with a focus on identifying and resolving all utility conflicts and issues.
Oversee cost estimating and the preparation of contract documents to ensure accuracy completeness and alignment with project requirements.
Provide ongoing field support during construction and coordinate with internal teams and external partners to address emerging utility challenges.
Review and evaluate utility encroachments ensuring compliance with standards regulations and right of way requirements.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC18 $63927.00 - $111871.00

Management prefers applicants with the following:

  • Working knowledge of the Project Delivery Network (PDN)utility responsibilities including scoping conflict detection utility agreements encroachments estimation and schedule coordination.
  • Demonstrated ability managing moderately complex utility projects including scheduling coordinating with internal units and utility owners tracking deliverables and resolving design cost and constructability issues
  • Demonstrated ability organizing and maintaining project documentation estimate updates and design review comments to support project managers and division/central office partners.
  • Experience collaborating effectively with roadway hydraulics structures survey project management division utility coordinators and utility companies to resolve utility impacts and maintain project schedules.
  • Knowledge of CADD software including ORD and MicroStation to develop and review utility relocation plans profiles cross sections and 3D models for conflict detection and plan coordination as introduced through Utilities Unit CADD training.

Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
