Job Summary

The Defense Sector of Leidos is seeking a Senior Subcontracts Specialist to support our Kinetic Effects and Space Business Areas. We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision the Senior Subcontracts Specialist will support activities across the full procurement cycle including negotiation of Non-Disclosure Agreements (NDAs) and Teaming Agreements preparation of solicitation packages evaluation of subcontractor proposals price and cost analysis negotiation of pricing and terms and conditions subcontract administration issue resolution and closeout activities. Subcontracts will primarily support federal programs.

Primary Responsibilities
  • Creates and manages moderate to complex RFP solicitations in accordance with Government and Leidos requirements.
  • Negotiates NDAs Teaming Agreements and other agreements as assigned.
  • Evaluates supplier proposal responses for compliance completeness pricing and alignment with solicitation requirements.
  • Conducts price and cost analysis and develops supporting documentation for subcontract awards and modifications.
  • Participates in negotiations of pricing and terms and conditions with subcontractors and takes increasing ownership of assigned negotiations.
  • Administers subcontracts of various types values and levels of complexity throughout the subcontract lifecycle.
  • Identifies and resolves routine to moderately complex subcontract issues and makes recommendations to management when escalation is appropriate.
  • Acts as a primary interface between subcontractors and supported programs for assigned subcontract-related issues.
  • Regularly interacts with Program Management Contracts Project Controls Finance Business Development and other functional organizations as required.
  • Identifies subcontract schedule cost performance and other business risks and supports development of appropriate risk mitigation strategies.
  • Supports proposal activities including subcontractor solicitations proposal evaluations price analysis negotiations and subcontract-related proposal documentation.
  • Maintains accurate subcontract documentation and files in accordance with Leidos policies procedures and applicable Government requirements.
  • Performs subcontract closeout activities.
  • Builds effective working relationships with subcontractor representatives and internal stakeholders and works issues to timely resolution.
  • Manages multiple priorities and assigned actions in a fast-paced environment while meeting established deadlines.
Basic Qualifications
  • Requires a Bachelors degree in Business Administration or a related field with 4-8 years of prior relevant experience or Masters degree with 2-6 years of prior relevant experience. Additional years of relevant experience may be accepted in lieu of degree.
  • Must be a U.S. Citizen.
  • Experience in subcontracting procurement contracts or related functions with particular emphasis on subcontract negotiation and administration.
  • Experience managing a variety of subcontract types and working with internal customers functional support organizations and suppliers.
  • Proposal support experience.
  • Experience conducting or supporting price and cost analysis.
  • Working knowledge of the FAR and DFARS.
  • Strong organizational written oral and interpersonal communication skills.
  • Must be able to work independently establish priorities and meet deadlines with limited supervision.
  • Ability to manage multiple priorities and work effectively in a fast-paced environment.
  • Demonstrated ability to build effective working relationships with internal stakeholders and subcontractors to support program and business objectives.
  • Proficient in Microsoft Excel and Word.
Preferred Qualifications
  • Experience supporting Department of Defense or other federal Government programs.
  • Experience with hardware engineering services or other technically complex subcontract requirements.
  • Experience with Firm-Fixed-Price (FFP) Cost-Reimbursement and/or Time-and-Materials (T&M) subcontracts.
  • Experience negotiating subcontract terms and conditions and resolving contractual issues with suppliers.
  • Experience with automated purchasing systems preferably Costpoint Deltek or iValua.
  • Active TS/SCI clearance.
  • CPSM CPCM CFCM ISM APICS PMI PMP or other relevant professional certification(s).
