Senior Public Service Administrator , Opt 8E , Wpc, Municipal Permit Unit Manager

The Bureau of Water is seeking a qualified individual to serve as the Unit Manager in the Division of Water Pollution Control located in Springfield IL. The selected candidate will possess strong leadership and communication skills and be willing to utilize innovative ways to guide the Municipal Unit and its technical and professional staff to achieve goals and missions of the Illinois Environmental Protection Agency (IEPA). As Manager for the Municipal Unit the individual in this position will frequently represent the IEPA and Bureau of Water at various levels explaining policies to state federal and local governments industry public interest groups and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies standards and procedural guidelines for all operations in the unit.

• Serves as the Municipal Permit Unit Manager to professional and technical staff engaged in conducting detailedengineering functions in support of municipal wastewater permitting programs as related to State construction andoperating permits and the National Pollutant Discharge Elimination System (NPDES) Program under the CleanWater Act (CWA) for the Bureau of Water Division of Water Pollution Control Illinois Environmental protectionAgency (IEPA).
• Serves as full-line supervisor
• Assists Section Manager in responding to inquiries developing Performance Partnership Agreements (PPA)activities Section policies and procedures and subsequent revisions and replacement consistent with changingregulations and technology affecting the Sections permitting program.
• Directs coordinates and reviews permit issuance activities with other Bureaus/Divisions/Sections/Units within theAgency permittees and/or their representatives United States Environmental Protection Agency (USEPA) internaland external state holders environmental groups and the general public.
• Serves as liaison representing the Section at various speaking engagements outside the Agency.
• Performs other duties as assigned or required which are reasonably within the scope of the duties enumeratedabove.

• Requires knowledge skill and mental development equivalent to completion of four years of college.
• Requires prior experience equivalent to four years of progressively responsible administrative experience in water pollution control permitting.
• Requires possession of Illinois certificate as a registered professional engineer.

• At least (4) four years experience in implementing state and federal laws rules and regulations to water pollution control facilities.
• At least (4) four years experience and reviewing and issuing of state and NPDES permits.
• At least (4) four years experience in reviewing preparing or approving permits or preparing permit applications for municipal wastewater treatment facilities.
• At least (4) four years experience in reviewing preparing or approving permits or preparing permit applications for Illinois state operating and construction authorization for wastewater treatment facilities.
• At least (4) four years experience in supervising professional staff.
• At least (4) four years experience in applying state and federal laws rules and regulations related to municipal wastewater permitting processes.
• At least (4) four years experience in participating in a rulemaking or enforcement proceeding before the Illinois Pollution Control Board or a judiciary body.
• At least (4) four years experience in communicating or public speaking to stakeholders or public interest groups regarding state and federal laws regulations pertaining to water pollution control facilities.

• Requires a current and valid drivers license.
• Requires the ability to travel.
• Requires ability to pass a name-based background check.
• Requires use of an agency-supplied mobile phone.
• Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of
  Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive EthicsCommission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
