OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13000 employees. OIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can lead technical teams and who maintains and support a variety of applications for our business partners.

WHAT WILL YOU DO
Application Development Governance
- Ensure applications comply with MaineIT governance frameworks (architecture security data classification change management SDLC)
- Approve architectural decisions integration patterns frameworks and technology stacks
- Establish environment structures for development testing staging and production
- Maintain documentation for governance reviews (architecture diagrams data classification ratings CIA analysis requirements documentation system/integration design specs)
- Ensure secure coding practices dependency management and code quality standards
Technical Expertise and System Design
- Translate complex business and logical requirements into secure maintainable scalable system architectures
- Prepare detailed design specifications aligned with MaineIT standards
- Identify system dependencies integration requirements shared components and reusable frameworks
- Define development standards coding conventions and patterns for engineering teams
- Perform architectural reviews and ensure alignment with solution roadmaps and MaineIT enterprise architecture
Platform and Policy Compliance
- Ensure solutions comply with State of Maine policies (Data Classification Application Deployment Certification Configuration Management Architecture Compliance Information Security SDLC Digital Accessibility Security Assessment Authorization)
- Verify data classification for all data used transmitted or stored
- Ensure proper role-based access control and least-privilege principles
- Manage application deployment certification processes for production releases
- Coordinate with Security Enterprise Architecture and Infrastructure teams for risk assessments compliance reviews and audits
Vendor-Managed Application Integrations
- Ensure integrations with vendor-managed SaaS or third-party systems are secure reliable and compliant
- Evaluate vendor APIs integration mechanisms authentication models and security controls
- Review vendor documentation and coordinate technical walkthroughs to validate architectural compatibility
- Design integration patterns consistent with MaineIT standards
- Monitor integration health error handling and performance impacts on enterprise systems
- Coordinate with vendors to resolve escalated issues
Quality Assurance and Continuous Improvement
- Develop or oversee test plans to validate functionality performance security and data compliance
- Promote continuous improvement through automation improved engineering practices and modernization efforts
- Identify opportunities to enhance maintainability observability and lifecycle maturity
Communication and Collaboration
- Clearly communicate technical decisions risks and policy impacts to stakeholders
- Collaborate with MaineIT Enterprise Architecture Information Security Infrastructure/Cloud Operations Agency business leadership and vendor partners
- Provide guidance on selecting technologies integration methods and architectural approaches
- Ensure technical decisions are transparent well-documented and communicated across teams

MINIMUMQUALIFICATIONS:
Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent. A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.
