Job Summary
THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from thisexamination will cancel any existing list and may last approximately one yearbut can be extended. Qualified applicants must be current county employees andhave completed the equivalent of six months of continuous service following aregular appointment in the Alameda County classified service (non-classifiedincludes the District Attorneys Office the Medical Center and the SuperiorCourt) by the last day of filing. Aregular appointment does not include provisional TAP (Temporary AssignmentPool) or STEP-UP appointments.

Zone 7 Water Agencyis located in the Tri-Valley region of the eastern San Francisco Bay Area. Itprovides water on a wholesale basis to the cities of Pleasanton LivermoreDublin and the Dougherty Valley area of San Ramon and flood-protectionservices to all of eastern Alameda County. - Purchasing principles practices and techniques in a public agency including competitive and public works bidding procedures and the preparation and evaluation of technical and other bid specifications.
- Basic applicable laws codes regulations policies and procedures related to public bidding contracting and procurement.
- Risk Transfer as it relates to contractual obligations with suppliers.
- Electronic procurement and financial ERP systems and Microsoft Office applications such as Word Excel SharePoint PowerPoint and Outlook.
- Basic financial recordkeeping accounts payable and contract management procedures and practices.
- Basic vendor management.
- Analyze information and problems evaluate alternatives and develop sound conclusions and recommendations.
- Negotiate effectively with vendors on behalf of the Agency.
- Prepare clear accurate and concise specifications agreements contracts records reports and correspondences.
- Present proposals and recommended course of action clearly and logically.
- Interpret explain and apply federal state local and Agency laws regulations ordinances and policies governing purchasing procedures.
- Reconcile discrepancies expedite transactions and perform highly detailed work on multiple concurrent tasks with frequent interruptions.
- Communicate both verbally and in writing and maintain effective communication between Agency sections and Procurement.
- Establish and maintain effective working relationships with employees vendors and the public.
THE EXAMINATION WILLCONSIST OF THE FOLLOWING STEPS:
- A review of applicants application andsupplemental questionnaire to verify possession of minimum requirements.Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
- An oral examination which will be weighted as 100% of the candidates final examination score. The oral examination may be administered virtually and may contain situational exercises.
