Senior Preconstruction Manager
Job Summary
We are seeking an experienced Senior Pre construction Manager to strengthen our estimating and planning capabilities and help set projects up for success from day one.
The Senior Pre-construction Manager leads preconstruction efforts overseeing estimating budgeting and planning from initial project pursuit through the transition to construction. This role is both strategic and hands-on requiring strong relationships with owners architects engineers subcontractors and internal project teams while ensuring every project starts with an accurate well-vetted budget and a clear path to execution.
This role oversees preconstruction operations including estimating bid management value engineering design-phase collaboration and the handoff of awarded projects to the field and project management teams.
- Lead preconstruction activities establishing processes and standards for estimating budgeting and project planning.
- Serve as a trusted advisor to leadership on project feasibility market conditions and risk assessment during the pursuit phase.
- Develop and maintain preconstruction schedules to ensure milestones are met from initial pursuit through award.
- Help build and mentor a preconstruction team as workload and project pipeline grow.
- Oversee the preparation of conceptual schematic and detailed cost estimates across all project phases and delivery methods including hard bid negotiated design-build and CM-at-Risk.
- Develop and manage Guaranteed Maximum Price (GMP) proposals and budget documents in coordination with ownership and design teams.
- Review quantity takeoffs unit pricing and cost databases to ensure estimate accuracy and consistency across projects.
- Identify cost-saving opportunities and lead value engineering efforts without compromising project quality or design intent.
- Manage the bid solicitation process including scope development subcontractor outreach and bid leveling.
- Build and maintain strong relationships with subcontractors and suppliers to ensure competitive and reliable pricing.
- Qualify subcontractors and vendors to ensure alignment with company standards for quality safety and reliability.
- Collaborate with architects engineers and owners during the design phase to provide constructability input and cost feedback.
- Represent the company in owner and design team meetings pursuit interviews and proposal presentations.
- Support business development efforts by contributing to proposals qualifications packages and interview presentations.
- Lead the transition of awarded projects from preconstruction to the Project Management and Superintendent teams ensuring a clear and complete handoff of budget scope and schedule information.
- Partner with Project Managers and Superintendents throughout construction to track budget performance against original estimates and inform future preconstruction efforts.
- Support the development of project schedules in coordination with Project Managers and Superintendents.
- Ensure estimates and proposals comply with contract requirements procurement guidelines and applicable regulations.
- Maintain organized and accurate preconstruction documentation including historical cost data to inform future estimates.
- Support the development of SOPs that promote unified estimating standards operational consistency and scalable company growth.
- Bachelors degree in Construction Management Engineering Architecture or a related field preferred; equivalent experience will be considered.
- 5 years of experience in commercial construction preconstruction estimating or project management with a track record of leading preconstruction efforts on projects of increasing size and complexity.
- Strong understanding of construction means methods materials and cost drivers across multiple project types and delivery methods.
- Proficiency with estimating software and tools such as Timberline On-Screen Takeoff PlanSwift Bluebeam or similar platforms and cost databases.
- Exceptional communication and relationship-building skills with owners design teams subcontractors and internal project teams.
- Ability to lead with empathy while upholding accountability and professionalism.
- Strong organizational skills with the ability to manage multiple pursuits and deadlines simultaneously.
- Working knowledge of relevant local state and federal rules and regulations including OSHA.
- Willingness to travel as needed to support project and company needs.
