About the Role
Join a mission-critical project as a Senior PeopleSoft HCM Technical Lead supporting the CAPPS Program for Texas state government. Leverage deep expertise in PeopleSoft HCM technical project management and large-scale ERP operations to drive impactful change across 100 agencies. This is a high-visibility senior-level opportunity to lead technical initiatives ensure accessibility compliance and shape the future of statewide HR and payroll systems.
Responsibilities
- Lead advanced consultative and technical support for CAPPS HR/Payroll ensuring solutions meet written procedures and coding standards.
- Oversee end-to-end system development lifecycle (SDLC) technical design walks and code reviews.
- Ensure digital accessibility (WCAG 2.1) compliance managing waivers remediation and ongoing monitoring.
- Coordinate with vendors and cross-functional teams to track resolve and document system issues.
- Analyze business processes and workflows assess ERP design fit and evaluate dependencies for architectural alignment.
- Prepare and conduct executive-level presentations and materials.
- Provide Level 2 Service Desk support troubleshooting complex technical issues and maintaining detailed documentation.
- Enforce information security measures participate in audits and support disaster recovery and upgrade testing.
- Consistently adhere to ITIL ITSM and ITAM best practices.
Required Skills and Experience
- 10 years direct Texas public sector experience with CPA application systems and CAPPS program support.
- Expert knowledge of PeopleSoft HCM/FSCM 9.2 PeopleTools PeopleCode Application Designer SQL PS Query SQR Application Engine Oracle 11.
- Proven ability to create and manage strategic roadmaps lead technical project management and interpret contractual requirements.
- Deep experience with data integration data quality and SDLC methodologies (Agile ITIL).
- Demonstrated success in executive communication cross-functional collaboration and technical troubleshooting.
- Experience supporting production and deployment for large-scale multi-agency environments.
Preferred Skills

- Legacy CPA Statewide Financial Systems support
- Technical specification development for IT procurements
