Job Summary
The Maryland InsuranceAdministration (MIA) is an independent State agency that regulates Marylands$46 billion insurance industry and protects consumers by monitoring andenforcing insurers and insurance professionals compliance with Statelaw. Through the diligence of a highly professional staff of marketanalysts financial analysts accountants lawyers law enforcement officersactuaries complaint investigators and others the MIA works to facilitate astrong and competitive insurance marketplace where consumers are well informedand treated fairly. Staff members are subject matter experts who serve asa resource for lawmakers consumers and other public and privateentities.
The MIA is charged with abroad range of responsibilities including the licensure of insurance carriersand insurance producers (brokers/agents) operating in Maryland the conduct offinancial examinations of companies to monitor financial solvency and thereview and approval of rates and contract forms. The MIA investigates reportsof consumer fraud and consumer complaints about life health automobilehomeowners and/or property insurance. Insurance carriers are subject tomarket conduct examinations and other actions to monitor compliance withMaryland law. The MIA also has a unit dedicated to consumer education andoutreach which participates in hundreds of events and reaches thousands ofindividual consumers annually.

The Maryland Insurance Administration is seeking a Senior MuleSoftDeveloper to design develop and maintain scalable APIs and enterpriseintegration solutions using the MuleSoft Anypoint Platform. This position isresponsible for driving API-led connectivity building APIs integrating withinternal and external third-party systems training other developers andenforcing architecture security and CI/CD best practices across the softwaredevelopment lifecycle (SDLC). The contractual Senior MuleSoft Developerworks collaboratively with Business Analysts Solution Architects and SalesforceDevelopers to define develop and deploy secure and reliable integrations. Thisrole must follow Salesforce/MuleSoft defined integration best practices indeveloping APIs and building integrations.
Key responsibilities include:
MuleSoft: Ability to independently own and drive MuleSoft integrationsacross their full lifecycle from understanding requirements designingdevelopment and deployment to ongoing support performance tuning optimizinginfrastructure (CloudHub Runtime Manager and API Manager) to ensure highavailability
Architecture & Design: Translate complex business requirements intohigh-level and low-level technical designs using RAML or OAS.
API Development: Architect and build RESTful and SOAP APIs usingAnypoint Studio API Designer Flow Designer Mocking Service Munit API Console Anypoint Exchange API CommunityManager Visualizer API Analytics API Manager Runtime Manager Mule 4DataWeave Anypoint Code Builder Visual Studio Code and Team Foundation.
Quality Assurance: Conduct code and design reviews establish MUnitautomated testing and define enterprise governance.
Team Training: Train and mentor other members of the technical team anddrive continuous integration/continuous deployment (CI/CD) pipelines.
Experience: Seven years of experience designing developingtesting implementing and maintaining application communication database oroperating systems software.

3. Candidates may substitute experience operating computer systems;or scheduling controlling input and output to process data on computersystems; or evaluating implementing and maintaining computer hardware andsoftware; or converting data from project specifications by developing programcode using generally accepted computer programming languages on a year-for-yearbasis for a high school education.
4. Candidates may substitute the possession of a Bachelors degree froman accredited college or university in Computer Science Computer InformationTechnology Management Information Systems or other informationtechnology-related field to include coursework in application communicationdatabase or operating systems software technology and threeyears of experience designing developing testing implementing andmaintaining application communication database or operating systems softwarefor the required experience.
5. Candidates may substitute U.S. Armed Forces military serviceexperience as a commissioned officer in the Computer Systems Operationsclassifications or Computer Systems Operations specialty codes in theInformation Technology field of work on a year-for-year basis for the requiredexperience.

Contractual employees whowork for an agency covered under the State Employee and Retiree Health andWelfare Benefits Program have a current employment contract and work 30 ormore hours a week (or on average 130 hours per month) may be eligible for subsidizedhealth benefits coverage for themselves and their dependents. As a contractualemployee you will be responsible for paying 25% of the premiums for yourmedical and prescription coverage including any eligible dependents you haveenrolled. The State of Maryland will subsidize the remaining 75% of the costfor these benefits. You can also elect to enroll in dental coverage accidentaldeath and dismemberment insurance and life insurance but will be responsibleto pay the full premium for these benefits.
Leave may be granted to acontractual employee who has worked 120 days in a 12 month period. This leaveaccrues at a rate of one hour for every 30 hours worked not to exceed 40 hoursper calendar year.
