Job Summary

Amazon is seeking a Senior Manager for Aviation Security Regulatory Affairs. This role will serve as the primary point of contact for all aviation security regulators and customs regulators with respect to Amazons aviation operations. This individual contributor senior manager role requires deep expertise in regulatory requirements around screening and international facilitation standards globally serving as Amazons principal expert on aviation security compliance across our expanding international network.
Reporting to the Director of Worldwide Aviation Security you will be the strategic regulatory liaison between Amazon and government authorities with domain over international aviation security and facilitation. You will drive innovative compliance approaches lead certification efforts and enable Amazon Airs international expansion through expert regulatory guidance. As part of Amazons global aviation security team you will support Amazon Air Prime Air Amazon Global Logistics and Amazons broader aviation operation by transforming traditional compliance approaches and establishing Amazon as a thought leader in aviation security regulation.


Key job responsibilities
Serve as primary liaison and relationship manager for international aviation security and facilitation regulatory bodies.
Strategic lead on certification process for Indirect Air Carrier and Certified Cargo Screening Facility authorizations.
Develop and maintain comprehensive screening and facilitation standards across Amazons global aviation network
Support expansion and adoption of Security Management System (SeMS) leveraging ICAO-conforming framework
Drive innovative compliance approaches that challenge traditional methods while ensuring regulatory adherence
Strategic lead for international cargo operations including bonded warehouse certifications (CBP) and Container Freight Station implementations
Strategic lead Regulated Agent (RA) certification pursuits in international markets
Provide expert guidance on screening requirements globally including x-ray technology standards explosive trace detection and canine screening
Manage regulatory relationships and drive industry evolution through strategic engagement with senior regulatory officials
Develop and maintain aviation security policies and procedures that meet or exceed regulatory requirements across multiple jurisdictions
Advise on international facilitation requirements including customs clearance bonded cargo processing and cross-border operations
Collaborate with Legal teams on regulatory interpretations compliance strategies and risk mitigation approaches
Represent Amazon at industry forums regulatory working groups and standards-setting organizations
Monitor emerging regulatory changes globally and assess impact on Amazons aviation operations
Develop training programs and materials to ensure operational teams understand and comply with regulatory requirements
Strategic lead for regulatory audits inspections and certification renewals across Amazons aviation network
Drive data-driven compliance reporting and performance metrics for regulatory programs


A day in the life
You will begin your day reviewing regulatory updates and compliance metrics across Amazons global aviation network. Youll connect with regulatory authorities from TSA Federal Security Directors to international aviation security agencies to advance certification efforts discuss innovative compliance approaches or address emerging regulatory requirements. Throughout the day youll collaborate with cross-functional teams across Amazon Air Prime Air and Amazon Global Logistics to provide expert guidance on screening standards international facilitation requirements and regulatory interpretations that enable business growth.
Youll analyze complex regulatory frameworks to develop scalable compliance solutions working closely with Legal teams to interpret new regulations and assess their impact on operations. Youll lead certification pursuits for Indirect Air Carrier authorizations Certified Cargo Screening Facilities or Regulated Agent certifications in new markets managing the end-to-end process from application through approval. Youll also support the expansion of Amazons Security Management System (SeMS) ensuring it meets ICAO standards while enabling operational flexibility. You may represent Amazon at industry forums or regulatory working groups contributing to the evolution of aviation security standards. Youll leverage data and analytics to drive compliance reporting identify trends and continuously improve regulatory programs across the network.

About the team
The AvSec team is responsible for security loss prevention and regulatory compliance at Amazon. The organization is built with four core pillars; Security Management Systems Programs and Quality Assurance Security Operations and Credentialing. The organization is committed to identifying and mitigating risk to people Amazon assets Amazon brand and regulatory compliance through the development implementation and continuous improvement of best-in-class aviation security procedures standards and guardrails between which Amazon operates. Those risks could impact Amazons brand associates customer data and assets globally and our guardrails must be effective and scalable. By supporting our customer teams at fulfillment centers and AIR sites to implement process improvements mitigate risk resolve equipment issues and implement new processes to improve performance AvSec contributes to safe and secure transportation of air cargo to our customers.

- Bachelors degree or equivalent in Risk Management Business Administration Security Management or a related field
- 12 years of progressive experience in aviation security regulatory affairs legal compliance or government relations
- 10 years of experience working directly with aviation regulatory bodies (TSA FAA EASA ICAO etc.)
- 8 years of experience in international aviation security regulations and compliance programs
- Deep knowledge of TSA regulations including 49 CFR Part 1544 (Aircraft Operator) 49 CFR Part 1546 (Foreign Air Carrier) and 49 CFR Part 1549 (Certified Cargo Screening Program)
- Strong understanding of international aviation security regulations ICAO Annex 17 standards and regional variations
- Experience with cargo screening technologies standards and compliance requirements
- Proven track record of successful regulatory engagement and relationship management at senior levels
- Experience with Security Management Systems (SeMS) or Safety Management Systems (SMS) regulatory frameworks
- Knowledge of international customs and border protection requirements
- Excellent verbal and written communication skills including ability to communicate complex regulatory matters to executive audiences
- Strong analytical skills with ability to interpret regulations and assess compliance implications
- Ability to travel up to 40% of the time

- Regulatory Expertise:
- Masters degree in Aviation Security Safety Law Regulatory Affairs Public Policy or related field
- Juris Doctor (JD) or equivalent legal qualification
- Previous experience working for aviation regulatory authority (TSA FAA EASA CAA etc.)
- Experience with international regulatory harmonization efforts and standards development
- Demonstrated success in obtaining aviation security certifications (IAC CCSF Regulated Agent etc.)
- Knowledge of European Union aviation security regulations (EU 2015/1998 EU 300/2008 and implementing regulations)
- Familiarity with Asia-Pacific aviation security regulatory frameworks (BCAS DGCA CAAC JCAB CASA)
- Experience with Latin American aviation security regulations (ANAC Brazil DGAC Chile etc.)
- Advanced knowledge of ICAO Standards and Recommended Practices (SARPs)
- Experience with dangerous goods regulations (IATA DGR ICAO Technical Instructions 49 CFR)
- Technical and Program Expertise:
- Demonstrated success in implementing Security Management Systems (SeMS) with regulatory approval
- Experience with Indirect Air Carrier (IAC) program development and TSA certification
- Knowledge of Certified Cargo Screening Facility (CCSF) operations and compliance requirements
- Experience with Regulated Agent (RA) certifications in multiple countries
- Familiarity with ACC3 validation processes for European Union operations
- Background in aviation screening technologies including x-ray ETD canine and emerging AI-enabled solutions
- Experience with bonded warehouse operations customs facilitation and CBP certification processes
- Understanding of Known Consignor and Regulated Agent Third Country (RA3) frameworks
- Strategic and Innovation:
- Track record of driving innovative regulatory compliance approaches
- Experience influencing regulatory policy development and standards evolution
- History of successful engagement with regulators on novel compliance methodologies
- Demonstrated ability to translate complex regulatory requirements into scalable operational programs
- Experience representing organizations at international aviation security forums and working groups
- Success in obtaining regulatory approvals for non-traditional aviation operations (e.g. drone delivery autonomous systems)
- Proven ability to balance regulatory compliance with business enablement and cost optimization
- Experience with risk-based security approaches and alternative compliance methods

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience qualifications and location.
