Job Summary
The Maryland InsuranceAdministration (MIA) is an independent State agency that regulates Marylands$49 billion insurance industry and protects consumers by monitoring andenforcing insurers and insurance professionals compliance with Statelaw. Staff members are subject matter experts who serve as a resource forlawmakers consumers and other public and private entities.
The MIA is charged with a broad range of responsibilities including thelicensure of insurance carriers and insurance producers (brokers/agents)operating in Maryland the conduct of financial examinations of companies tomonitor financial solvency and the review and approval of rates and contractforms. The MIA investigates reports of consumer fraud and consumercomplaints about life health automobile homeowners and/or propertyinsurance. Insurance carriers are subject to market conduct examinationsand other actions to monitor compliance with Maryland law. The MIA alsohas a unit dedicated to consumer education and outreach which participates inhundreds of events and reaches thousands of individual consumers annually.

The MIAs FinancialRegulation Division is recruiting to fill two (2) positions at the SeniorExaminer or Examiner-in-Charge I levels. An Examiner-in-Charge I functions as the day-to-day lead worker on financial examinationsof medium-sized Maryland-domiciled insurance companies. The Examiner-in-ChargeI plans the examination assigns and reviews work of staff examinerscoordinates the work of specialists identifies solvency and other issues and draftsexamination reports.
A Senior Examiner functionsas an assistant on financial examinations of Maryland-domiciled insurancecompanies. While on an examination this position reports to and receivesdirection from the Examiner-In-Charge designated to oversee that exam. The SeniorExaminer examines financial statement accounts with the most complexaccounting internal control solvency and compliance issues. This positionalso serves as a lead worker to other staff examiners assisting the SeniorExaminer on assigned these instances the Senior Examiner isresponsible for providing direction to and reviewing the work performed by lowerlevel Insurance Examiner staff to ensure that directions are properly carriedout..
For both the SeniorExaminer and Examiner-in-Charge I levels portions of the work may be performed at the insurance companies or otherentities regulated by the State and portions are performed via telework. Thepositions may be required to travel in State and out-of-state and may involvelong commutes or overnight stays.
Senior Examiner:
Education: Bachelors Degree from an accreditedfour-year college or university.
Experience: Three years of experience with a stateinsurance department public accounting firm or similar audit entity oranother entity in a financial or audit-related area.
Licenses Registrations and Certifications: Active AccreditedFinancial Examiner (AFE) designation Certified Financial Examiner (CFE)designation Certified Internal Auditor (CIA) designation or Certified PublicAccountant (CPA) license.
Special Requirements: An employee in thisclassification possessing a CertifiedInternal Auditor (CIA) designation or Certified Public Accountant (CPA)license must obtain the Society of Financial Examiners Accredited FinancialExaminer (AFE) designation within threeyears of employment.
Examiner-In-ChargeI:
Education: Bachelors degreefrom an accredited college or university.
Experience: Three years of experience with a state insurance department a publicaccounting firm or similar audit entity or an insurance company in a financialor audit-related area. One year of this experience must have been in anin-charge or supervisory capacity.
Licenses Registrations and Certifications: Active CertifiedFinancial Examiner (CFE) designation Active Certified Financial Examiner(AFE) Certified Internal Auditor (CIA) designation or CertifiedPublic Accountant (CPA) license.
Special Requirements: An employee in this classification must obtain the Society ofFinancial Examiners Certified Financial Examiner (CFE) designation within fiveyears of employment. This must beaccomplished by obtaining the Accredited Financial Examiner (AFE) designation within three years of employmentand obtaining the CFE within the subsequent two years. For a new employee orexisting employee who already possesses an AFE designation they must obtain aCFE designation within two years of acquiring the position.
For education obtained outside the U.S. a copyof the equivalent American education as determined by a foreign credentialevaluation service will be required prior to ofrequired designation or license must be provided at the time of applicationsubmission. For this recruitment applicants meeting the minimum qualificationswill be placed on the Eligible List as equally qualified and remain eligiblefor consideration for at least one year.
