Location: Austin TX 78711 Payrate: $89 99/hr

About the Role
Join a high-impact statewide team supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) for Texas agencies. As a Senior CAPPS HR/Payroll Functional Analyst you will leverage your expertise in PeopleSoft HCM and public sector HR/Payroll to provide advanced consultative services Level 2 support and functional leadership for critical statewide HR and Payroll operations. Responsibilities

- Deliver expert-level support for CAPPS HR/Payroll modules resolving complex incidents and leading system configuration and troubleshooting.
- Oversee intake assessment service request triage and advanced troubleshooting for high-profile agencies.
- Perform functional system configuration changes data validation and workflow adjustments while maintaining business process integrity.
- Manage and support integrations interfaces and batch jobs; collaborate closely with Managed Services vendors and internal IT partners.
- Maintain data integrity enforce security protocols and champion accessibility compliance (WCAG 2.1).
- Lead and coordinate fiscal year-end calendar year-end audit preparations and major incident management processes.
- Interpret and apply State of Texas HR policies federal labor laws and labor regulations to systems and processes.
- Guide and mentor junior analysts deliver structured cross-training and provide comprehensive end-user training.
- Drive documentation functional design UAT/regression testing and executive-level presentations.
- Participate in disaster recovery activities system upgrades and SOC-1 audit processes.
- Regularly interact with more than 100 agencies and present at user groups and steering committees.

Required Skills and Experience

- 15 years of deep expertise in Texas public sector HR/Payroll operations policies and federal labor compliance.
- 15 years of advanced technical proficiency in PeopleSoft HCM v9.2 Application Designer Integration Broker SQR SQL BI Publisher SAP Business Objects.
- 12 years performing complex system configurations managing batch jobs and ensuring security (NIST/multi-tenancy).
- 10 years providing functional and technical support to large state networks including Tier 2 Service Desk and fiscal year processes.
- 10 years supporting major incident management disaster recovery executive presentations and audit responses.
- Strong experience with PUM Fluid UI ElasticSearch Approval Workflow Engine and WCAG 2.1-compliant documentation.
- Advanced planning roadmap management and cross-functional communication skills.
- Demonstrated ability to interpret complex contractual language manage vendor accountability and align with ITIL best practices.

Preferred Skills

- 10 years supporting CPAs legacy Statewide Financial Systems production environments.
- Deep experience with State of Texas-specific platforms such as SPRS HRIS and legacy integrations.
