As a Senior CAPPS Financials Technical Support specialist you will provide advanced consultative and technical expertise for the CAPPS Program ensuring robust system performance accessibility and compliance. This high-impact position offers the opportunity to collaborate with diverse on-site and remote teams drive large-scale projects and shape the future of public sector financial systems.
Responsibilities
- Deliver senior-level technical support and consultative services for CAPPS Financials across 100 agencies and 5 Hub instances
- Ensure all requirements procedures developments and testing meet CPA and CAPPS standards and the System Development Lifecycle
- Maintain and ensure digital product compliance with WCAG 2.1 accessibility standards; track and renew waivers as needed
- Analyze business processes system workflows and functional/technical design documents to identify gaps and risks
- Oversee code review technical scenario preparation and validation before migration to production
- Administer and configure the CAPPS Service Desk Application (BOSSDesk) supporting ITIL-compliant service management
- Provide advanced troubleshooting root cause analysis and Level 2 service desk support for complex technical issues
- Coordinate with vendors and internal teams to ensure contractual obligations are met and solutions are delivered on schedule
- Participate in disaster recovery and upgrade testing major incident management and annual SOC-1 attestation audits
- Prepare and deliver executive-level presentations and user group sessions
- Maintain technical documentation knowledge base and support reporting and data analysis requests
- Uphold information security measures aligned with NIST frameworks and ITIL best practices
Required Skills and Experience
- 10 years supporting Texas public sector or state government agencies
- 10 years technical support for CPA application systems
- Proven experience with CAPPS Central production and deployment support
- Advanced knowledge of PeopleSoft FSCM or HCM 9.2 PeopleTools PeopleCode Application Designer SQL PS Query SQR Application Engine and Oracle 11
- Track record in managing strategic roadmaps technical project management and executive-level presentations
- Expertise in interpreting contract language and holding vendors accountable
- In-depth experience with IT service desk operations and ITIL framework
- Full support experience with BOSSDesk or similar ITIL-compliant service desk application
- Strong communication problem-solving and multitasking skills
- Familiarity with Agile SDLC and information security frameworks (NIST)
Preferred Skills
- Experience with software/hardware management best practices
- Production support for CPAs legacy Statewide Financial Systems
- Technical specification development for IT procurements
