Job Summary

HHSC is seeking an experienced Senior Business Analyst with strong Medicaid Claims Processing experience to support large-scale healthcare system enhancements and modernization initiatives. The ideal candidate will work closely with business stakeholders SMEs developers project managers and technical teams to gather requirements document business processes create functional specifications perform testing and support Agile project delivery.

Required Skills & Experience

• 5 years of Medicaid Claims Processing experience
• 5 years of Business Analysis experience in enterprise environments
• Experience gathering and documenting business requirements use cases workflows and acceptance criteria
• Experience analyzing business problems and recommending alternative solutions
• Experience conducting cost-benefit analysis and evaluating system alternatives
• Experience reviewing and improving operational procedures and business processes
• Experience documenting input/output requirements reporting formats and data collection processes
• Experience writing detailed functional specifications and business requirements documents
• Experience with Azure DevOps
• Experience creating wireframes and process flow diagrams
• Strong testing experience including test planning test scripts execution and defect tracking
• Experience working in Agile/Scrum environments
• Excellent analytical problem-solving communication and stakeholder management skills
• Knowledge of software development lifecycle (SDLC)
• Understanding of IT architecture concepts infrastructure applications and emerging technologies
• Knowledge of data integrity security standards and technology best practices

Key Responsibilities

• Gather requirements from business users and Subject Matter Experts (SMEs)
• Create business requirements documents use cases workflow diagrams and functional specifications
• Analyze existing business processes and recommend system improvements
• Collaborate with technical teams throughout the Software Development Lifecycle (SDLC)
• Develop and execute test plans test cases and validate system functionality
• Track enhancement activities and provide regular project status updates
• Facilitate communication between technical and non-technical stakeholders
• Support knowledge transfer and maintain system documentation
• Ensure compliance with HHSC and DIR standards and procedures
• Utilize Azure DevOps for project tracking and requirements management

Preferred Qualifications

Experience with Texas DIR Project Delivery Framework (PDF)

Experience with Texas state government projects

Familiarity with enterprise information architecture and information management methodologies

Understanding of software architecture infrastructure and technology roadmaps
