Position Overview

This position is accountable for detailed inspection of bridges and structures throughout the district to fulfill therequirements of the National Bridge Inspection Standards (NBIS) those of the district and state maintenancepolicies; management of the districts Bridge Inspection Specialist team; preparation of necessary reports andforms; and input of required data into the Bridge Information System (BIS) or Illinois Structure Information System(ISIS). This position also supervises bridge related Day Labor construction work within the district and assiststhe Bridge Maintenance Engineer in preparing bridge repair plans.

Essential Functions
  • Plans directs and controls the district Bridge Inspection Technician team in the continuing detailedfield inspection of bridge structures throughout the district to ensure compliance with the NationalBridge Inspection Standards (NBIS).
  • Conducts field inspections of fracture critical structures underwater bridge inspections and variousspecial inspections to meet the requirements of the NBIS.
  • Detects and analyzes structural problems encountered during inspections and makes specificrecommendations based on observations and structural expertise. Evaluates the seriousness of allproblems encountered and takes appropriate action as required.
  • Completes all necessary reports concerning bridge inspections and enters required inspection data intothe Illinois Structure Information System (ISIS). Requests reports and analyzes information from ISIS.
  • Ensures safe operation and maintenance of the specialized equipment and vehicles used by theinspection crew.
  • Possesses knowledge of the NBIS and technological developments relating to bridge inspectionsthrough training and other resources.
  • Assists the Bridge Maintenance Engineer in preparing Day Labor and contract repair plans whennecessary.
  • Serves as Resident Engineer on Day Labor bridge repair projects.
  • Responds to emergency bridge callouts as necessary.
  • Trains motivates and evaluates subordinates to ensure a well-developed and competent staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a mannerconducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registrationas a Licensed Structural Engineer in the state of Illinois.
  • Four years of experience in civil engineering.
Preferred Qualifications
  • Six years of experience in civil engineering including four years of supervisory responsibility of whichthree years should be in highway engineering.
  • Successful completion of FHWA-NHI-130078 Fracture Critical Inspection Techniques for SteelBridges course.
  • Successful completion of the Federal Highway Administration (FHWA) / American Association ofState Highway and Transportation Officials (AASHTO) Element Level Bridge Inspection course.
Conditions of Employment
  • Valid drivers license.
  • Extensive district-wide travel and occasional state-wide travel including overnight stays.
  • Occasional overtime during nights and weekends.
  • 24-hour emergency call availability.
  • Ability to perform outdoor work in a variety of adverse conditions including but not limited to inclement weather rough terrain heights constructions sites and roadways open to traffic.
  • Successful completion of a Federal Highway Administration FHWA-NHI-130056 Safety Inspection of In-Service Bridges for Professional Engineers course within 12 months of accepting the position.
  • Successful completion of a background screening.
