Job Summary
Position Objective: The Senior Advisor will provide support services to the Office of the Director (OD) within the National Institutes of Health.
Duties and Responsibilities:
- Serve as a strategic advisor to the ECHO Program by cultivating and sustaining relationships across health care education research and stakeholder communities.
- Provide senior level advice to support the translation of ECHOs scientific findings into actionable prevention focused strategies addressing childhood chronic disease.
- Provide senior level strategic and operational advice to support Government leadership in aligning program resources with mission-critical needs and ensuring scientific activities meet established performance standards.
- Provide senior level advice and recommendations regarding compliance with applicable federal transparency reporting and data-sharing requirements including the FDA Modernization Act the Open Government Data Act of 2018 and the NIH Public Access Policy and support Government oversight of processes governing public access to research findings.
- Provide senior level guidance and recommendations on data governance and privacy protections related to ECHOs handling of sensitive personal health information supporting adherence to HIPAA and the data privacy provisions of the National Pediatric Research Network Act.
- Provide senior level advisory support for strategic engagement with partners across research programmatic and community sectors to strengthen program credibility inform decision making and support the early identification of risks opportunities and emerging issues.
- Provide strategic advice and recommendations to identify and help mitigate social environmental and political factors that may affect the ECHO Program before they escalate.
- Strategic status reports summarizing progress on cross sector partnership development stakeholder engagement and alignment with ECHOs operational objectives.
- Compliance summaries addressing federal transparency reporting and data sharing obligations (FDA Modernization Act Open Government Data Act of 2018 NIH Public Access Policy).
- Data governance and privacy review documentation confirming continued adherence to HIPAA and National Pediatric Research Network Act privacy provisions related to ECHOs handling of sensitive personal health information
- Stakeholder engagement summary including partnership development activity across research programmatic and community sectors and identification of emerging risks or opportunities
- Advisory memoranda on emerging strategic scientific or compliance issues as they arise at the request of the ECHO Program Director or designated Federal Task Leader
Qualifications
Basic Qualifications:
- Master degree in a related field
- Three (3) years of specialized experience
- Bachelors degree plus additional specialized experience is equivalent to a Masters degree per Government determination
Preferred Qualifications:
- Ability to communicate effectively orally and in writing with non-technical and technical staff
- Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
