Tech Transfer Patent Specialist supporting the NIH DataCOUNTS Program will provide expertise in IP data sharing and agreement management. The role includes drafting negotiating and managing Data Transfer and Data Use Agreements (DTAs/DUAs) ensuring alignment with use cases federal policies and compliance requirements. The specialist will collaborate with NCATS OSA NIH/OD contractors and healthcare partners support outreach and education and assist with agreement tracking amendments and data-sharing processes including coordination with platforms such as N3C

Statement of Work Details

Develops and assists staff implement policies and procedures related to the organizations scientific programs.

  • Coordinate and document projects from beginning to completion; monitor and report the status of completion funding and results attained; provide progress reports.
  • Collaborate with staff on the planning implementation coordination and evaluation of programs and initiatives in the assigned specialty area of research.
  • Provide expert guidance to program staff regarding the sharing of and providing access to scientific data (including but not limited to Electronic Health Records Genomic Data Patient Data) through the development of novel agreements to support both domestic and foreign research 1
  • Work closely with principal investigators research teams legal counsel IT security policy and communication and other internal stakeholders to ensure that data use aligns with project goals and organizational policy 2
  • Work closely with scientists to develop draft and negotiate complex CRADAs with industry academia and federal partners addressing IP rights funding and collaboration terms; monitors agreements and inventions; coordinates with scientists NIH OTT and HHS OGC. 3

Collects analyzes and creates scientific program information.

  • Spearhead compilation analysis and organization of scientific program and related information; and develop and/or lead data analysis/dyadic data analysis.
  • Plan initiate monitor and conduct administrative/portfolio analyses to evaluate the effectiveness of the program in meeting established goals.
  • Review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edited/or prepare text data and charts.
  • Uses expert scientific knowledge to prepare unmodified standard agreements and draft non-standard agreements (e.g. Material Transfer Agreements (MTAs) Confidential Disclosure Agreements (CDAs) Clinical Trial Agreements (CTAs) Conditional Gifts and custom agreements. Advises scientists on the suitability of each agreement for the desired research project ensuring that all appropriate provisions are negotiated and included in the agreement. 4

Coordinates workshops and reports their outcomes.

  • Attend and participate in multidisciplinary research team meetings and functions.
  • Prepare briefing materials and summaries of meetings workshops and conferences.
  • Use science writing skills to extract science themes and priorities during multidisciplinary science meetings.
  • Prepare for a variety of information exchanges with public and private sector science colleagues working on research programs and policy related to research program priorities.
  • Participates in the development and implementation of technology transfer initiatives contributes to the organization of strategic partnerships and alliances and maintains knowledge of relevant scientific activities at NIH other Federal agencies non-Federal government organizations and non-government organizations. Participates in the development of new policies regarding the transfer of technologies of high priority for the betterment of public health. 5

Evaluates current scientific programs and determines if changes need to be made.

  • Review short- and long-range planning proposals to ensure alignment with organizational objectives and mission.
  • Evaluate program activities to identify issues and develop recommendations for improvement.
  • Provides advice and guidance to program staff in resolving intellectual property issues in a variety of grants and contracts initiatives

Assists with analyzing current scientific programs and developing and proposing new initiatives.

  • Develop evaluate and refine solicitations designed to elicit high-quality research proposals from the scientific community.

Collaborates with management and prepares reports to keep them updated on new and ongoing programs and activities.

  • Meet with leadership on a regular basis to provide oral reports and discuss the status of on-going projects and to receive new assignments.
  • Contribute to the writing and development of executive summaries and reports to share with key partners.
  • Provide advice and consultation to the staff about policy programs communications and strategic alliance issues.
  • Provide a facilitative role among the team leaders aimed at coordinating strategies and goals into a focused Project Plan.
  • Develop an overall operational plan for the proposed project after discussion with the Project Team: tasks to be completed time scales and schedules resources required estimated cost of each task
  • Meet with upper-level management on a regular basis to provide oral reports on the status of on-going projects and to receive new assignments.

Coordinates staff responsible for developing installing and maintaining scientific programs.

  • Advises academic and for-profit organizations about the suitability of their proposed projects to the research and development goals of the Institute and directs them to the scientist whose research interests are the most pertinent. Handles inquiries from companies seeking to license technologies that fit their business plans

Analyzes current policies and procedures and suggests and develops improvements.

  • Conduct sophisticated complex policy analyses of various issues impacting the Institute.
  • Analyze program activities to identify issues and develop recommendations for improvement.
  • Develop and update project plans to accurately reflect milestones and resources for assigned or self-initiated projects.
  • Meet with staff on a regular basis to provide oral reports on the status of on-going projects and to receive new assignments.
  • Provide advice to the team regarding unique conditions and issues which affect scientific and administrative functions.
  • Identify operational and technical problems; work with staff to identify a recommended action plan and solutions.

Assists in preparing and developing future strategic plans.

  • Develop communications and outreach strategies for programs in relevant scientific areas; and draft strategic plans standard operating procedures and guidelines for implementation of programmatic and administrative activities.
  • Provide authoritative advice on program content to staff to assist them in setting up new or experimental programs in areas where related precedents are generally unavailable.
  • Prepare a variety of routine and special reports on the research goals current activities accomplishments and strategic planning efforts.
  • Provide analyses of scientific planning evaluation and/or policy questions or proposals for consideration by staff.

Prepares and provides educational materials to staff.

  • Work with staff and awardee staff to plan and execute communications and training programs related to the data science programs.

Works closely with management to develop new initiatives that further scientific research.

  • Provide recommendations and guidance on planned related analyses.
  • Discuss directions and developing areas with leading authorities.
  • Work with staff on the development and coordination of scientific activities within the initiative.

Uses scientific expertise to review grant proposals and Interacts with potential grantees to obtain additional information.
