Job Summary

Introduction




This position requires working collaboratively with unit and office staff and with other offices within the Department of Transportation as well as public entities to collect model enhance and expand the Roadway Inventory features and assets that are contained within the network.
The position will perform duties of increasing difficulty split between the field and office to assist with collection of data from a variety of sources and manage that information within specialized software platforms and databases.

  • Schedule: Full-Time (40 Hour) First Shift Monday - Friday
  • Location: Newington CT

    THE TEAM AND ROLE
    The Roadway Information Systems Section is responsible for the collection analysis and dissemination of roadway transportation data including Pavement condition data Right-of-Way imagery vehicle volumes classifications travel speeds and truck weigh-in-motion and the collection of a variety of other roadway attribution. The data and information are necessary to assess and predict roadway network performance keep an accurate accounting of miles of road and attribution and must be done in order to comply with Federal regulations. Detailed transportation data are needed for capital project support for funding allocation and for Federal reporting purposes. This is an exciting opportunity to learn and start a career in this behind the scenes data gathering and analysis that is a critical part of transportation planning in our State.

    Field duties will include assisting with the setup calibration operation and maintenance of the Departments state-of-art and highly technical High-speed Profilling vans; performing an annual bidirectional collection of pavement condition data and imagery for the entire state route network and ramps a subset of the local roads and the CT Fastrak System; and will assist with the identification layout and maintenance of control and verification sites.

    In this role you will:
    • Upload and processing of data in the advanced data processing and online data viewing platform environments;
    • Support configuration and troubleshooting of the platform hardware with our vendors and Information Technologies group;
    • Development of data and final reports for Department federal and other business needs; reading and interpreting engineering plans diagrams and schematics;
    • Performing daily quality control checks and keeping logs;
    • Populating databases and working with spreadsheets;
    • Reviewing and preparing statistical written and technical reports;
    • Working with Geographic Information Systems and utilizing maps in ArcGIS and other Linear Reference System (LRS) platforms to analyze data for impacts to transportation facilities projects and programs.
    This position requires traveling and the following requirements:
    1. Must possess and retain a valid Motor Vehicle Operators license.
    2. Operate a large Ford Transit/Sprinter Style van in traffic for long periods of the day.
    3. Advance through and pass each of three operator certification levels as required by the Departments Data Quality Plan (DQMP).
    APPOINTMENT
    The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program incumbents must meet the experience and training requirements of the designated class. The program cannot be less than one (1) year and cannot exceed three (3) calendar years in accordance with C.G.S. 5-234.

    Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service.

    All appointments to this class shall be under terms of a development program and in accordance with a time schedule approved by the Commissioner of Administrative Services. All development programs must be approved by the Department of Administrative Services prior to appointment to this class.

    Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of your training program:
    • Candidates with a bachelors degree may be eligible to serve a 2-year development program.
    • Candidates with a masters degree in a closely related field may be eligible to serve a 1-year development program.
    • Candidates with three (3) years of professional experience in transportation engineering or transportation urban regional or environmental planning may be eligible to serve a 3-year development program.
    SALARY NOTE
    First year of training:Bachelors degree and/or qualifying experience:
    FS 15 Step 1 ($58130/year)
    Masters degree: FS 15
    Step 2 ($60222/year)
    Second year of training:General Rate: FS 15 Step 5 ($66512/year)
    The salary for an employee who completes any of the above minimum requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the masters degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.

    For current state employees compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services Determining Salary Upon Change in Class manual.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    • A bachelors or masters degree preferred disciplines include: Geography Geographic Information Systems Management Information Systems Computer Science Mathematics or related degree.
    • Experience in field data collection or training in GIS and/or Linear Referencing System (LRS) development or management of large datasets through course work work experience or internships.
    • Experience with Microsoft Office and other programs such as but not limited to: Pavement Profiling and Data Processing software ProVal Google Earth Exor FME ESRIs product suite and PowerBi through course work work experience or internships.
    • Experience with computer programming languages large data sets querying and scripting capabilities and database management using applications such as Java SQL Python and others through course work work experience or internships.
    • Experience with statistics and performing statistical and mathematical analysis and calculations through course work work experience or internships.
