Job Summary

Position Description



The Risk Operations and Internal Affairs Specialist provides administrative and operational support for Risk Management and Emergency Management while also managing employee relations grievances workplace investigations and performance management matters. The position serves as a primary point of contact for employee concerns conducts thorough and impartial investigations maintains confidential case records and supports managers with disciplinary actions Performance Improvement Plans and other employee relations processes. The Specialist also assists with incident tracking emergency preparedness activities risk management documentation reporting training coordination policy development and compliance with County policies and applicable employment requirements.


Duties & Responsibilities:

  • Investigations and Dispute Resolution: Conduct thorough impartial and timely investigations into employee complaints harassment allegations workplace misconduct policy violations safety incidents and other assigned matters. Interview involved parties and witnesses review relevant records and evidence document findings and recommend appropriate corrective or disciplinary action.

  • Employee Relations and Grievance Management: Serve as the first point of contact for employee concerns complaints and formal grievances. Provide procedural guidance and support to managers and employees mediate workplace conflicts coordinate grievance reviews and maintain accurate and confidential documentation.

  • Performance Management: Provide guidance and administrative support for performance management processes including performance appraisals disciplinary actions terminations and employee development plans. Assist managers with preparing Performance Improvement Plans documenting performance concerns monitoring required follow up and coordinating with Human Resources as appropriate.

  • Risk and Emergency Management Administration: Provide day-to-day administrative and operational support for Risk and Emergency Management activities. Prepare correspondence maintain records and calendars coordinate meetings track assignments and deadlines process documentation and support incident-response and emergency preparedness activities.

  • Employee Engagement Communication and Training: Develop and coordinate employee engagement initiatives surveys workshops meetings and training sessions. Identify training needs and support programs related to conflict resolution workplace conduct diversity and inclusion safety emergency preparedness risk awareness and policy compliance.

  • Advisory and Departmental Coordination: Serve as a trusted resource to managers and employees on employee relations investigations performance management risk safety and emergency management procedures. Coordinate with Human Resources Legal department leadership and other stakeholders to support appropriate and consistent resolution of workplace matters.

  • Metrics Reporting and Case Management: Track and analyze employee-relations grievance investigative performance incident safety training and corrective action data. Maintain case management and record keeping systems monitor deadlines prepare reports and dashboards and identify trends or recurring concerns for management review.

  • Policy Development and Compliance: Assist with developing reviewing implementing and maintaining policies SOPs emergency plans forms templates and internal procedures related to employee relations investigations performance management Risk Management Emergency Management workplace safety and compliance.

Requirements

Education:

  • Bachelors degree from an accredited college or university in Human Resources Business Administration Risk Management Emergency Management Public Administration Criminal Justice or a closely related field.

Experience:

  • Minimum of three (3) years of experience in employee relations workplace investigations Internal Affairs Human Resources Risk Management Emergency Management compliance or a related field.

  • The required experience should include demonstrated leadership in coordinating work managing employee-related matters and case assignments and exercising sound judgment in complex workplace situations.

Knowledge Skills and Abilities:

  • Proficient in Microsoft Office Suite including Word Excel PowerPoint and Outlook. Proficient with Human Resources Information Systems case management systems and administrative tracking tools; PeopleSoft experience preferred.

  • Knowledge of employee relations workplace investigations grievances performance management Risk Management and Emergency Management practices.

  • Excellent verbal and written communication skills including the ability to prepare accurate reports correspondence and case documentation.

  • Ability to maintain confidentiality exercise sound judgment and handle sensitive employee and investigative information.

  • Ability to establish effective working relationships and work professionally with employees managers the public and other stakeholders in a diverse environment.

  • Ability to manage multiple assignments maintain accurate records track deadlines and coordinate investigative and administrative activities.

  • Must use a personal mobile device for the Countys multi factor authentication process.

General Information

Position Type and Typical Hours of Work:

  • A regular full-time position requiring the employee to work 40 hours per week.

  • This may include weekends and holidays.

  • This position will be called upon during emergency events to assist and support Risk Management with preparation response and recovery.

Work Environment:

  • This job operates in a clerical office setting.

  • This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines.

  • Noise level in the work environment is usually average.

Physical Demands:

  • This is largely a sedentary role; however some filing is required.

  • This would require the ability to lift files of up to 50 lbs. open filling cabinets and bend or stand as necessary.
