Renewable Fuel Standard (RFS) Reporting & Compliance Consultant

Location: Madison Wisconsin Dane County Department of Waste Renewables
Work Arrangement: Hybrid / Remote with periodic onsite visits to the RNG Facility as required
Contract: Anticipated Five-Year Term January 2027 through December 2031

Dane County is seeking an experienced RFS Reporting & Compliance Consultant to support its Renewable Natural Gas (RNG) Plant and Offload Station. The consultant will provide EPA regulatory reporting compliance support RIN management data validation quality assurance and technical consulting services.

Manage ongoing EPA Renewable Fuel Standard (RFS) reporting and compliance activities.

Prepare review and submit required quarterly and annual RFS reports.

Monitor regulatory changes and advise Dane County on impacts to RNG operations RINs and compliance.

Coordinate annual attestations regulatory audits documentation and EPA correspondence.

Review operational and compliance data for accuracy completeness and potential reporting issues.

Support EPA EMTS Biogas Token and RIN generation/management activities.

Conduct monthly Biogas Token/RIN generation reviews and provide quarterly/annual market forecasts.

Provide annual RFS regulatory and compliance training to County staff.

Support eRIN pathway evaluations LCFS/Oregon CFP consultation and other RFS-related assignments as needed.

Perform required onsite activities including a B3IIA site visit every 200 days.

Minimum 5 years of relevant business or RFS consulting experience.

Strong experience with RFS compliance reporting RNG renewable fuels and RIN management.

Experience with EPA EMTS or an EMTS-connected RIN management platform.

Knowledge of 40 CFR Part 80 Subpart M EISA and applicable RFS/biogas regulations.

Experience with regulatory reporting data validation audits annual attestations and compliance documentation.

Ability to provide access to a Registered Professional Engineer (PE) for required technical oversight.

Strong analytical regulatory communication and stakeholder coordination skills.

Experience supporting RNG plants landfill gas dairy digesters biogas facilities or renewable fuel producers.

Experience with QAP RIN verification Biogas Tokens eRIN LCFS and Oregon CFP.

Demonstrated experience on similar RNG/RFS projects.

An experienced RFS/RNG compliance professional with expertise in EPA reporting RIN/EMTS management regulatory compliance data analysis and renewable natural gas operations who can effectively support both remote consulting activities and periodic onsite requirements.
