This position is based in Southern California with the potential to work in Los Angeles San Diego Irvine CA or Remote within CA NV or AZ
Your role
Were seeking a Federal State and Local Permitting & Field Execution Project Manager to oversee regulatory permitting environmental field execution and construction monitoring for large electrical transmission and associated infrastructure projects in Southern California.
- Serve as a project manager for energy infrastructure projects including coordinating with various team project task leads (GIS biological wetlands cultural and regulatory planning) scheduling and managing field staff overseeing documentation and reporting and leading client communications.
- Schedule and oversee background data reviews focused and general field surveys data collection and report development for sensitive biological resources including special-status species natural communities and habitats.
- Coordinate and oversee background data reviews field delineations of federal and state jurisdictional aquatic resources delineation reports project permitting and potential mitigation options.
- Coordinate and oversee through collaboration with ICF cultural resources task leads project staffing and all activities related to cultural resource compliance and resource management including investigations thatidentifyand evaluateresources for National Register of Historic Placesand/or the California Register of Historical Resources assess project effects on resources develop resource management recommendations and implement construction compliance monitoring.
- Coordinate and oversee staff conducting preconstruction clearance surveys environmental awareness training and environmental compliance monitoring and reporting.
- Oversee the preparation and senior review of project technical memoranda technical reports regulatory permitting documents presentations client forms compliance logs and other work products.
- Manage multiple individual project schedules often with competing deadlines and budget constraints.
- Interface directly with client representatives and help build and maintain superior working relationships.
- Strictly adhere to professional standards including but not limited to demonstrating consistency and reliability timeliness in meeting project deadlines maintaining clear and concise communication and working responsibly within a team environment or independently.
- Train and mentor less experienced staff.
What You Need to Have
- Bachelors degree or higher in Environmental Planning Biological Sciences Earth Sciences or related fields of study.
- 10 years of related professional work experience with 5 years in environmental permitting and field execution project management.
- Documented experience with federal and California regulatory permitting requirements including the federal Endangered Species Act California Endangered Species Act federal Clean Water Act California Department of Fish and Wildlife Lake and Streambed Alteration Program and California State Water Resources Control Board Porter-Cologne Water Quality Control Act.
- Experience working with California state and/or federal land management agencies.
- Experience working with regulatory agencies (federal state and local) in California.
- Experience working with electrical utilities including transmission distribution and related infrastructure.
Preferred Skills/Experience
- Advanced degree in Environmental Planning Biological Sciences Earth Sciences or related fields of study.
- Experience obtaining and implementing environmental permits such as those addressing biological resources cultural resources and aquatic resources.
- Business development experience and willingness to engage in business development activities including proposal writing interviews and client meetings.
- Experience in mentoring medium to large teams of staff including subconsultants in project execution and regulatory compliance.
Additional Qualifications:
- Demonstrated ability to manage complex environmental permitting and field execution projects including client interaction project setup and tracking schedule and budget controls and invoicing.
- Excellent written and verbal communication skills with experience interfacing with internal teams external clients and regulatory agencies.
- Strong analytical skills including attention to detail.
- Commitment to overseeing preparation of high-quality work within established budgets and schedules.
- Strong work ethic with a positive attitude and thrives in a team-oriented setting including ability to exercise tact and courtesy working with internal staff.
- Proficiency with Microsoft Office Suite Applications (Word Excel PowerPoint Project).

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.
