Main Purpose of Job
The Division of Recoveries and Financial Services (DRAFS) is the sole state agencyresponsible for operating third party liability programs through which other sources ofpayments for Medical Assistance recipients health care are discovered and moniesspent on behalf of the recipient is recovered from sources allowed by federal or statelaw. The Division is a branch of the Office of Finance Administration. The SpecialNeeds Trust area became part of the Estates and Liens Unit effective July 2005.

The main purpose of this position is to interpret and apply COMAR regulations toadminister special needs trust recovery cases to ensure maximum dollar recovery forthe State of Maryland. COMAR Regulation 10.09.24.08-2 and 42 U.S.C 1396p (d)allows the Department to collect from the Special Needs Trust of a Medicaid recipientupon death of the recipient or termination of the trust.

This position handles Special Needs Trust cases from A-J of the alphabet. Collectionsin this case area average approximately 1 million dollars annually.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff clerical clerical technical or secretarial work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:
  • Experience with COMAR law and Standard Operating Procedures
  • Experience in delinquent payment and reviewing accountings for compliance of COMAR regulations
  • Experience conducting monthly reporting
  • Experience performing daily scans of all incoming and outgoing mail
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
