Public Affairs Specialist (Navy)

Job Summary
This position is contingent upon contract award anticipated for September 2026.
Typical Responsibilities:
- Collaborate with the Executive Staff Commanding Officer (CO) Executive Officer (XO) and Executive Director (ED) Department Heads Public Affairs Division Head and command personnel to maintain a robust Public Affairs program.
- Provide support in conceptualizing planning administering and evaluating the programs voice to the industry and the public.
- Provide professional photography video and audio services for command events then develop write edit and submit articles for publication in regional Navy newspaper MARMC Monthly newsletter CNRMC NAVSEA and Navy news websites.
- Create develop and provide invitations tickets flyers booklets programs and pamphlets for special events.
- Participate in crisis communications for the command by supplying pertinent information to civilian Public Affairs for dissemination to media.
- Serve as member(s) of the MARMC Fire Response Team (FRT) and as a Public Affairs representative in the Emergency Operations Center (EOC). Provide support at the site of an incident to assist with the control of media and support at the site of an incident to assist with the control of media and provide timely facts of the incident as well as provide digital photographs.
- Serve as a customer service advocate.
- Update and maintain the command web calendar with all command events.
- Maintain the scrolling banner in CEP-200.
- Update the commands information/weather advisory line weekly or as needed to inform the command of base closures or delays due to inclement weather.
- Establish storyboard professional photographs and conduct interviews for products.
- Set up event sites and audio equipment for award ceremonies changes of command or other large events.
- Create upload and maintain slide presentations on the MARMC website.
- Update and maintain Facebook Twitter Instagram and all Digital Signage. Create how-to learning and advertising trifolds.
- Respond timely and appropriately to requests for information concerning agency programs and services.
Typical Physical Activity:Mix of desk/computer work in an office environment and visits to waterfront/shipboard environments. May involve: repetitive motion traversing shipboard environments (e.g. confined spaces ladders hatches) or vision.
Typical Pay Range:The anticipated pay range for this position in the identified location(s) is $60000 $75000/year. Actual compensation offered will be based upon individual factors including education qualifications and experience.
Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore only current U.S. citizens will be considered for this position. A candidate without a clearance but with highly relevant experience may be considered but still must obtain a clearance prior to hire.
Required Knowledge Skills and Abilities:
- Bachelors degree in communication political science or English
- Excellent communication both written and verbal.
- Knowledge of writing editing and communicating principles practices and techniques for both print and electronic media.
- Two (2) years of experience in conceiving developing researching writing and editing a wide range of publications and materials including technical magazines and newsletters demonstrating knowledge in Associated Press (AP) and U.S. Navy styles as well as communication principles and techniques related to Navy public affairs.
- Knowledge of the methods of professional photography and other types of digital imaging.
- Knowledge of shipbuilding industry.
- Experience in developing new written and electronic information to include public affairs communication plans news releases speeches scripts feature stories fact sheets brochures invitations tickets programs flyers and booklets that increase communication with the agencys audiences.
- Experience producing and editing Podcast material.
- Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions.
- Experience with disseminating written informational materials through a variety of media (i.e. Facebook Twitter Instagram and Digital Signage).
- Experience with establishing and enhancing intercommunication between management and its audiences.
- Experience in the production of high-resolution still and video images that are constructed of a wide variety of materials sometimes oversized and generally difficult to photograph scan or film.
- Experience in operating photographic and digital imaging equipment to create accurate and professional color proofs and presentation prints.
- Experience in creation of documents in Microsoft Office applications such as Word PowerPoint Excel Outlook and Publisher.
- Proficient in Adobe Creative Suite programs such as InDesign Photoshop Illustrator Audition and Premiere.
- Familiar with the most recent editions of the Associated Press Stylebook and the U.S. Navy Style Guide.
