Job Description:

The Proposal Manager would lead the development and submission of high-quality competitive and sole-source proposals. This individual will oversee the entire proposal lifecycle ensuring proposals are aligned with customer needs and L3Harris capabilities while maintaining compliance with industry standards. The ideal candidate is a strategic thinker with strong project management communication and writing skills and is capable of managing multiple proposals simultaneously.

Essential Functions:

• Lead and manage the full proposal process from initial opportunity identification through final submission ensuring high-quality proposals and ECPs that align with L3Harris IEC business objectives.
• Support fact-finding bid strategy and negotiations.
• Work closely with internal stakeholders including Engineering Technical Services Finance and Business Development to gather relevant information and develop a FAR compliant and winning proposal.
• Develop review and refine proposal content to ensure clarity persuasiveness and adherence to customer requirements. Tailor proposals to highlight L3Harris IECs capabilities and value proposition.
• Ensure all proposals meet DOD and FAR Requirements company policies and contractual requirements mitigating risks associated with bidding and contract execution.
• Continuously refine and optimize proposal development strategies templates and processes to improve efficiency and success rates.
• Support BOE review and review of Price and Cost Analyses.

Qualifications:

• Bachelors Degree with 6 years prior experience Graduate Degree with 4 years prior lieu of a degree minimum of 10 years of prior related experience.
• 2 years of project management experience.

Preferred Additional Skills:

• Strong knowledge of DOD and FAR Requirements.
• Experience with cost and price analysis.
• Experience using Microsoft Project PowerPoint and BOE Pro
• Strong Project Management skills and ability to manage multiple deadlines and stakeholders.
• Excellent verbal presentation and written communication skills.
• Ability to work independently and collaboratively

In compliance with pay transparency requirements the salary range for this role in California is $88000 - $164000.This is not a guarantee of compensation or salary as final offer amount may vary based on factors including but not limited to experience and geographic location.
