Job Summary

Introduction


The State of Connecticut Department of Administrative Services (DAS) Facilities Management Divisionis now accepting applications from qualified individuals for a Property Management Liaison position.

TheFacilities Management Division oversees a statewide real estate portfolio of approximately 6 million square feet including commercial office buildings high rise facilities laboratory spaces and structured parking. The division manages an annual operating budget of approximately $30 million and is responsible for ensuring safe efficient and reliable building operations across all properties.

WHAT WE CAN OFFER YOU
THE ROLE
The Property Management Liaison will be assigned responsibility for approximately one third of this portfolio and will serve as the facilities management lead for their designated buildings. This role carries significant responsibility for the performance maintenance and reliability of complex building systemsincluding HVAC electrical distribution plumbing life safety systems vertical transportation energy management systems and associated infrastructure.

The Liaison will oversee operations monitor preventive and corrective maintenance support capital planning efforts and ensure that all building services are delivered within established budgetary parameters. The role requires judgment in balancing operational needs and fiscal stewardship.

POSITION HIGHLIGHTS
  • Monday - Friday schedule
  • Full-time (40 hours per week)
  • First shift
  • The primary reporting location is 450 Columbus Blvd. Hartford CT with regular travel to assigned facility locations throughout the state
  • Hybrid work environment (combination of on-site and remote work)
  • After hours availability is required to respond to building emergencies

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for performing as a specialist in property management functions to ensure contractual compliance by vendors and contractors under departmental jurisdiction.
EXAMPLES OF DUTIES
  • Performs specialized property management oversight duties of security maintenance custodial and other services provided by vendors and contractors for state buildings and grounds and/or tenants of space leased by the state;
  • Oversees contractual compliance of property management firms;
  • Ensures contractors stay within budget;
  • Recommends budgetary adjustments;
  • Authorizes projects and emergency work for assigned buildings and grounds;
  • Coordinates and oversees preventive maintenance and energy conservation programs for assigned buildings;
  • Serves on vendor/contractor selection panels;
  • Acts as liaison with operating units agencies contractors vendors tenants and outside officials regarding unit policies and procedures;
  • Monitors and audits vendor compliance with state environmental certification permit safety and security requirements;
  • Investigates liability and claim issues;
  • Performs property inspections;
  • Prepares and reviews financial reports and correspondence;
  • May review or prepare project plans specifications and cost estimates for building renovations;
  • May make recommendations on policies procedures standards and specifications;
  • Performs related duties as required.
KNOWLEDGE SKILL AND ABILITY
  • Knowledge of
    • relevant agency policies and procedures;
    • relevant state and federal laws statutes and regulations;
    • state of the art security building operations and maintenance procedures and techniques;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in general business management property management or business contract administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in property management.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelors degree.
PREFERRED QUALIFICATIONS
  • Experience overseeing commercial office operations with budgets over $2M including negotiating and approving service contracts managing facility budgets and reviewing financial reports
  • Experience conducting field investigations of building deficiencies preparing scopes of work providing project oversight to include supervisor vendors and evaluating performance
  • Experience administering Computerized Maintenance Management Systems (CMMS) to manage preventive maintenance schedules and process reactive work orders
  • Experience serving as a liaison among tenant representatives architects engineers insurance inspectors project managers and building officials
  • Experience with commercial building systems including HVAC electrical distribution plumbing fire life safety basic building envelope components
  • Experience interpreting system documentation and communicating with contractors and technical personnel
SPECIAL REQUIREMENTS
  • Incumbents in this class will be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operators license.
