Project Manager Oil & Gas Refinery

We are seeking a Project Manager to lead capital and operational projects in highly regulated industrial environments. This role requires a seasoned professional who can independently manage projects endtoend and has a strong command of the decision gate process from initial scoping and budgeting through execution closeout and handover within an integrated team. 

The ideal candidate is a selfdirected leader with strong financial acumen deep experience in regulated industries and the ability to communicate fluently with other project management professionals using standard PM methodologies and terminology.

Key Responsibilities 

• Project Delivery
  • Plan execute and close projects across engineering construction or energy transition portfolios
  • Ensure delivery within scope schedule and cost targets
• Planning & Scheduling
  • Develop and maintain detailed project plans milestones an d schedules
  • Track progress and adjust plans to meet changing project needs
• Budget & Cost Control
  • Manage CAPEX budgets and forecasts
  • Monitor expenditures and ensure alignment with financial targets
• Stakeholder Management
  • Interface with internal teams (engineering procurement construction) and external stakeholders
  • Maintain strong relationships with vendors regulators and partners
• Risk Management
  • Identify assess and mitigate project risks
• Implement contingency plans to maintain delivery objectives
• HSSE Compliance
  • Ensure adherence to bps health safety security and environmental (HSSE) standards
  • Promote a strong safety culture across all project activities
• Reporting & Governance
  • Provide regular updates to senior leadership on project performance
  • Maintain project documentation and governance controls 
• SOX control responsibilities may be part of this role which are to be adhered to where applicable

Qualifications :

Required Qualifications

• Bachelors degree in Engineering Construction Management or related discipline
• 510 years of project management experience (energy oil & gas or infrastructure preferred)
• Demonstrated experience managing large-scale capital projects
• Strong knowledge of project controls (cost schedule risk)
• Experience with tools such as ECOSYS Primavera P6 SAP or similar systems 

Preferred Qualifications

• PMP APM or similar certification
• Experience in low-carbon projects
• Familiarity with contracting strategies and supply chain management
