Functional Role: Rural Health and Disability Project Coordinator

Description: In support of the Executive Office of Health and Human Services (EOHHS) Knowledge Services is seeking a skilled Intermediate Project Manager with experience in project management active contracting meeting facilitation partnership development and data-driven decision-making. The person holding the position is expected to work closely with agency program data and policy staff to ensure interagency projects focused on oral health move from planning to operations and are actively managed and evaluated. Sustainability planning will also be a major component of this work.

OVERVIEW

General Statement of Duties:

With significant management expertise support complex professional assignments involving planning and policy program development and implementation data analysis research and stakeholder engagement related to improving the accessibility of rural health care services for individuals with disabilities of all types in Rhode Island. Such responsibilities shall be executed in support of the objectives of the Rural Health Transformation Program (RHTP) and related health and human services programs with a specific focus on rural health disability management and comprehensive home and community-based services.

Supervision

Works under the direction and guidance of the Chief of Special Projects (Olmstead Lead) Accessibility and Provider Improvement Manager and other senior EOHHS program and policy leadership (Director of Strategy and Innovation) with a focus on team goals and collective judgment in the utilization of professional standards and techniques.

Supervision Exercised

Will support coordination of cross-functional with colleagues across agencies and sectors as project manager but not as supervisor. May provide oversight to Advisory Group and/or or planning-related teams as applicable.

SCOPE OF WORK

Key Responsibilities:

The Intermediate Project Manager will be responsible for facilitating the day-to-day operations and logistics of the accessibility-related work that is aligned with rural health transformation and disability programs. Responsibilities include:

  • Planning for supporting and facilitating associated advisory group and other cross-functional convenings.
    • Developing communications for relevant accessibility projects rural health and health system plans.
    • Managing community engagement and stakeholder feedback tracking and ensuring follow-up and escalation and informing other rural health and disability implementation efforts.
    • Ensuring that stakeholder engagement and project activities are organized in ways that promote accessibility meaningful participation and inclusion of people with disabilities and individuals with lived experience.

  • Leading administrative and procurement functions such as invoicing progress reporting meeting scheduling note-taking and other related needs.
    • Supporting Senior Project Manager with project coordination needs as requested
    • Preparing agendas documenting decisions and managing follow-up activities.

  • Assisting with the development of plans reports presentations dashboards and other materials used to communicate progress outcomes and priorities to leadership stakeholders and the public.
    • Aligning and integrate RHTP objectives with statewide plans existing efforts and related strategic roadmaps.
    • Assisting with compliance with RHTP requirements and alignment with RHTP requirements.

  • Serving as a central point of coordination and communication to help sustain momentum alignment and shared ownership across statewide accessibility program implementation efforts.
    • Maintaining documentation systems tracking tools and project management infrastructure is needed to support transparency accountability and effective coordination.

REQUIRED QUALIFICATIONS FOR APPOINTMENT

Knowledge Skills and Capacity:

  • Must have a thorough understanding of the best practices for rural area community engagement and working consistently with individuals with lived experience in partnership roles.
    • Must have excellent organizational writing public speaking presentation facilitation research and interpersonal skills.
  • Must have a thorough understanding of the key stakeholders in health system disability community including state agencies healthcare providers community-based organizations advocates and others across systems of care and populations served.
    • Must have knowledge of the factors that limit access to health services and adversely impact health outcomes of rural Rhode Islanders with disabilities or willingness to learn.
  • Must have knowledge of the principles and practices of health program implementation including policy and planning program administration research data analytics and stakeholder engagement.
    • Must be highly organized and able to manage competing priorities.

Education and Experience:

  • Education: Such as may have been gained through the possession of a Masters degree from a program of recognized standing with specialization in a relevant field of Public Health Healthcare Administration Law Health Policy Public Policy Human Services Environmental Sociology Social Work a licensed health profession or a closely related field; and
  • Experience: Such as may have been gained through considerable employment in a professional position with responsibilities related to strong community engagement for health policy disability policy public health public administration program administration or other relevant experience.
  • Combination: Or any combination of education and experience that shall be substantially equivalent to the above.
  • Note: This is a Hybrid position with an estimated 3 days in-person and 2 days -person days will be at the Executive Office of Health and Human Services in Cranston Rhode Island.
