Job Summary

MDW Associates is currently seeking a Project Manager to support the Office of the Director of Administration & Management for Privacy Civil Liberties and Transparency (ODA&M(PCLT)) in Alexandria VA. The analyst will provide full-time support services to the Privacy Civil Liberties Directorate (PCLD). The successful candidate must demonstrate a familiarity with and ability to be effective in the DoW working environment.

The Project Manager may perform a combination of some or all of the following duties:

  • Review and validate System of Record Notices (SORNs) congressional letters interagency correspondence and privacy and civil liberties reports and documentation for compliance with Office of the Chief Management Officer (OCMO) Privacy Act and OMB requirements.
  • Prepare SORNs and CMAs for publication in the Federal Register
  • Assist in the preparation of seven annual reports for submission to Congress.
  • Assist in the drafting and coordination of DoW Issuances Federal legislation and Federal agency guidance.
  • Create training resources including Standard Operating Procedures checklists templates technology guides process flowcharts presentations and outreach materials in a variety of formats for use throughout the Government.
  • Proactively identify and address opportunities for improvement in the offices processes for new hire orientation Fraud Prevention Act reporting and event planning.
  • Monitor agency Privacy Act breach reporting website and provide updates to site content as necessary. Notify leadership of significant breaches received requiring notification to Congress.
  • Maintain DPCLTD website and make changes and upload content as necessary.
  • Planning and execution of DPCLTDs annual Workshop including coordinating interagency participation drafting presentations managing logistics and proving technical support throughout the event.
  • Process Significant FOIA Requests regarding high visibility events and individuals.
  • Monitor and research breaches of PII across all DoW organizations preparing reports to Congress as necessary.

Required Experience/Skills:

  • At least five (5) years work experience with demonstrated skills and experience to provide executive level project and program support required.
  • Experience working within the DoW or other Federal agency or as contract support to such agency working with Federal privacy civil liberties program(s) specifically working with the Privacy Act of 1974 SORNs and PIAs.
  • Skill in communicating with senior leaders (e.g. interpersonal skills approachability effective listening appropriate use of style and language).
  • The ability to interact with people at various levels within and outside the organization and to obtain information.

Preferred Experience/Skills:

  • Familiarity with the Privacy Act of 1974 and its SORN requirements.
  • Knowledge of relevant reporting systems such as CATMS and ROCIS.

Education Requirements:

  • Bachelors degree or higher.

Security Requirements:

  • Candidates for this position must have an Active Security Clearance or higher.
