Job Description
Key Responsibilities:
Provide leadership and direction for assigned TIF-related infrastructure projects.
Ensure all projects align with Village priorities policies and development goals.
Monitor project performance timelines budgets and deliverables.
Lead project initiation phases including project scoping feasibility studies and planning assessments.
Identify risks constraints and opportunities during early development stages.
Develop project frameworks to guide successful execution.
Prepare and manage Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).
Oversee the full municipal procurement lifecycle ensuring compliance with applicable laws and regulations.
Evaluate proposals support selection processes and recommend vendor awards.
Source onboard and manage external consultants engineering firms and professional service providers.
Act as the primary liaison between the Village and third-party stakeholders.
Ensure quality accountability and timely delivery from all vendors.
Serve as the Owners Representative across multiple capital improvement or infrastructure projects.
Coordinate cross-functional teams including Village staff consultants and contractors.
Drive project milestones and ensure seamless communication across all stakeholders.
