The Energy Coalition (TEC) is a California-based nonprofit working at the intersection of clean energy equity and public sector program delivery. TEC manages energy efficiency and integrated demand-side management programs for Regional Energy Networks (RENs) Community Choice Aggregators (CCAs) and local government clients and engages actively in California regulatory proceedings at the CPUC and CEC. TECs regulatory policy team represents client interests in energy efficiency (EE) demand response (DR) and integrated demand-side management (IDSM) proceedings and filings with a focus on advancing equitable clean energy policy and program design.

TEC is seeking a Program Manager (PgM) or equivalent to join its Regulatory & Policy team. This position supports TECs growing regulatory and policy engagement on behalf of client organizations including BayREN 3C-REN SDREN and SoCalREN. TEC engages across approximately 12 CPUC regulatory proceedings with particular depth in the Energy Efficiency (EE) proceeding.

The ideal candidate works well independently asks proactive questions and brings initiative and intellectual curiosity to complex regulatory environments. Duties will include reading and synthesizing dense regulatory documents engaging in stakeholder discussions and producing high-quality written work products that reflect client and TEC positions.

• Comprehensive regulatory monitoring tracking and analysis for active CPUC proceedings alongside CEC CARB AQMD PDAEnergyWeb and legislative activities to identify client-relevant developments.

• Develop regulatory comments formal filings and data requests under the direction on the Director or legal counsel; must incorporate high-rigor citation and comprehensive client feedback methods.

• Strategic client communications and reporting ranging from bi-weekly client summaries to same-day bullet briefings providing rolling updates on significant rulings.

• Facilitate bi-weekly client regulatory advisory calls; coordinate agendas take notes and manage follow-up.

• Represent TEC and clients at CPUC CEC and Sacramento policy venues; in-person and virtual participation at workshops client meetings and conferences.

• Develop templates and strategic framing language to facilitate client review of stakeholder studies and evaluations.

• Monitor 12 active CPUC proceedings; read the EE proceeding in full and scan others for client relevance
• Track qualitative and quantitative developments across proceedings; synthesize findings for Director review
• Monitor CEC CARB AQMD PDAEnergyWeb and legislative information sites; route relevant items with brief impact summaries
• Maintain working knowledge of adjacent topics: Codes & Standards building decarbonization demand flexibility grid modernization equity

• Research citations and gather programmatic feedback from clients to support comment drafting
• Populate assigned sections of regulatory comments based on outlines from legal counsel or TEC lead
• Support Advice Letters data requests and document filing under Director and counsel direction
• Represent TEC and clients at CPUC CEC and Sacramento policy venues; provide public comment support
• Engage authors of CPUC- and IOU-commissioned studies to deepen TECs understanding of the record

• Participate in strategic thinking exercises with peers and management staff
• Interpret policies and precedents
• Excellent judgment and decision-making skills; knowing when to include the supervisor in decisions that may have impacts across programs and departments
• Maintain positive relationships with stakeholders
• Manage up to keep upper management informed about priorities and progress

• Develop and deliver dynamic presentations to virtual and in-person audiences. Venues may include: webinars conferences workshops and client or staff meetings
• Ability to build consensus to have others adopt and commit to particular courses of action
• Serve as a company-wide resource for TEC
• This position will require occasional work outside of regular business hours including nights and weekends

• Knowledge of California energy policy and the regulatory landscape including CPUC proceedings EE and IDSM programs and REN/IOU/CCA structures
• Ability to read interpret and synthesize complex regulatory documents and translate them into accessible summaries for clients
• Strong independent work ethic; proactive communicator who surfaces questions and issues without waiting to be directed
• Excellent written communication skills including the ability to produce clear concise regulatory summaries and correspondence
• Experience with or strong aptitude for regulatory research citation work and monitoring across multiple proceedings
• Bachelors degree in a relevant field (public policy economics environmental studies energy law planning or equivalent); or equivalent professional experience
• Minimum 4 years of relevant professional experience (graduate degree may substitute for 2 years)

• Direct experience drafting CPUC or CEC party filings comments or Advice Letters
• Familiarity with California Codes & Standards including Title 24 cycles and savings attribution
• Working knowledge of Potential & Goals studies Avoided Cost Calculator or similar CPUC technical studies
• Experience working with or for RENs CCAs IOUs or other California energy portfolio administrators
• Exposure to integrated demand-side management concepts: building performance standards demand flexibility grid-interactive efficient buildings
• Working knowledge of Python R SQL or other tools for data analysis and regulatory research workflows
• Comfort delivering oral comments at CPUC workshops and presenting analytical findings to stakeholders

• Strong oral and written communication skills in English; public speaking and facilitation experience a plus
• Computer literacy in Google Workspace (Docs Sheets Calendar Gmail) Microsoft Office Suite and comfort with regulatory docket tools
• Valid drivers license and access to a vehicle for occasional travel to meetings and events throughout California
• Ability to work independently and manage multiple priorities in a fast-paced deadline-driven environment

This position can work remotely except when business needs require in-person attendance at meetings and events such as CPUC/CEC workshops client meetings industry conferences throughout California and any TEC mandatory events. Salary: The starting base pay range for this full-time position is $117900 - $131000 annually which will be adjusted for part-time arrangements. This hiring range is a good faith and reasonable estimate of the salary range at the time of the posting and is subject to change. The actual compensation offered will be determined by various factors including a candidates experience education training skills and certifications.
