Job Summary

Position Overview

We are seeking an experienced Program Manager to lead and coordinate complex cross-functional programs within the utilities industry. The Program Manager will be responsible for managing multiple concurrent projects coordinating technology and business teams tracking program milestones managing risks and dependencies and ensuring successful delivery within scope schedule and budget.

The ideal candidate will have strong experience working across IT Operations Engineering Business Vendors and external stakeholders and be comfortable operating in a matrixed enterprise environment.

Key Responsibilities

Program Management

  • Lead end-to-end delivery of large-scale cross-functional programs from initiation through implementation and closure.
  • Develop and maintain program plans milestones schedules budgets resource plans and delivery roadmaps.
  • Establish program governance processes reporting structures and communication plans.
  • Coordinate multiple projects and workstreams to ensure alignment with overall program objectives.
  • Monitor program progress against scope schedule budget quality and business objectives.
  • Identify issues risks assumptions dependencies and constraints and drive them toward resolution.

Cross-Functional Team Coordination

  • Coordinate closely with IT Business Engineering Field Operations Infrastructure Cybersecurity Data Finance Procurement and Compliance teams.
  • Facilitate Steering Committee and executive governance meetings.
  • Ensure timely escalation and resolution of critical program issues.

Risk Issue & Dependency Management

  • Maintain program-level RAID logs covering Risks Assumptions Issues and Dependencies.
  • Develop mitigation and contingency plans for identified risks.
  • Proactively identify cross-project dependencies and potential delivery impacts.
  • Track decisions and ensure appropriate ownership and follow-through.
  • Escalate issues that could impact critical milestones cost scope or business operations.

Vendor & Partner Management

  • Coordinate with third-party vendors implementation partners consultants and technology providers.
  • Track vendor deliverables milestones SLAs commitments and contractual obligations.
  • Participate in vendor governance and performance reviews.
  • Ensure vendor activities remain aligned with program objectives and timelines.

Financial & Resource Management

  • Manage program budgets forecasts resource allocation and financial tracking.
  • Work with functional managers to identify resource requirements and resolve capacity constraints.
  • Track program financial performance and communicate variances to leadership.
  • Ensure efficient utilization of internal and external resources.

Change & Release Management

  • Coordinate organizational and technology changes associated with program implementation.
  • Partner with Change Management Training Communications and Operations teams to ensure business readiness.
  • Coordinate testing deployment cutover implementation and post-production stabilization activities.
  • Ensure appropriate transition of solutions into operational support.

Required Qualifications

  • Bachelors degree in Business Information Technology Engineering or a related discipline.
  • 8 years of program/project management experience preferably in utilities energy infrastructure or another highly regulated industry.
  • Proven experience managing multiple projects/workstreams simultaneously.
  • Strong experience coordinating large cross-functional teams.
  • Excellent stakeholder management and executive communication skills.
  • Strong knowledge of program governance project management methodologies and delivery frameworks.
  • Experience with risk issue dependency budget resource and vendor management.
  • Strong analytical organizational problem-solving and decision-making skills.
  • Ability to work effectively in a matrixed enterprise environment.

Preferred Qualifications

  • Experience in Electric Gas Water Energy or Utility Operations.
  • Experience with utility modernization or digital transformation programs.
  • Experience with Grid Modernization Smart Grid AMI DER Outage Management Asset Management Customer Information Systems ERP CRM or Field Service Management.
  • Experience working with regulatory and compliance-driven initiatives.
  • PMP PgMP PMI-ACP SAFe or similar certification.
  • Experience with Agile Waterfall or hybrid delivery methodologies.
  • Experience with tools such as Jira Confluence MS Project Smartsheet Power BI ServiceNow and Microsoft Teams.
