Role: Program Manager Housing Stability and LinkageReports to: Assistant Director Housing Stability and LinkageProgram: 1700-Coordinated Entry SystemDepartment: Coordinated EntryLocation: The Nest - 222 South Hill St. 7th Floor Los Angeles CA 90012Setting: HybridSchedule: Monday - Friday 8:00am - 4:30pmStatus:Full-time/Exempt/ManagementBenefits:Medical Vision Dental Life Insurance 403(b) Retirement plan Employee Assistance Program (EAP) : 3Summary:The Program Manager for the Housing Stability and Linkage Team is responsible for the oversight implementation and continuous improvement of a high-impact program Renter Aid designed to prevent homelessness and promote housing stability for renters across Los Angeles County. This role leads a multi-disciplinary team providing triage assessment resource navigation and linkage to financial assistance and supportive Program Manager ensures program compliance with funder requirements and alignments with LACAHSAs mission to expand equitable access to housing resources. The position requires a strong leader who can balance strategic oversight with day-to-day operations foster staff development and build partnerships across systems of Duties and Responsibilities:Lead the planning implementation and ongoing management of the Housing Stability and Linkage component of the LACAHSA-funded Renter Aid oversight to a team of Housing Stability Linkage Team Case Managers ensuring end-to-end service delivery is provided to program applicants within a timely manner and in accordance with the scope of program performance using data-driven approaches; implement continuous quality improvement supervisorial support and oversight and quality assurance for staff related to caseloads scheduling data integrity and contract goals or program staff are trained and using the assessment and prioritization tool in a timely manner to assess housing barriers of Renter Aid applications who are unstably housing and at-risk of homelessness to determine housing and service that Case Management staff are Developing a housing stabilization plan for each participant in accordance with the statement of the completion of a prioritization tool with each participant/household to determine vulnerability and risk level and determine eligibility and appropriate level of assistance based on each unique applicant situationProvide ongoing monitoring of program spending and team needs and update and maintain the tracking of reports as requested by supervisor to ensure project deliverables are being progressive assistance lens when reviewing and monitoring financial requests for the program to ensure that requests are in alignment with scope of services as outlined by our funders and that each request appropriately meets the needs of program informed on the Scope of Required Services (SRS) as outlined by our and network with funders and ISM partners to improve program partnerships and with Central Fiscal Agent and Legal Assistance providers to submit both financial assistance requests and legal referrals in a timely manner to prevent further jeopardization of housing in conjunction with legal service entities to facilitate the workflow between case management and legal service to credit counseling and other services necessary to assist program participants with critical skills related to budgeting managing money accessing a free personal credit report and resolving personal credit all services identified and provided referrals made and participant staff around advocating for and actively assists individuals in obtaining services (e.g. benefits mental health substance abuse housing referrals financial assistance home based services training medical services mentoring and socialization).Ensure data is being entered and tracked in a timely and accurate manner into HMIS or electronic database selected by data charts and productivity trackers up to and reporting on program outcomes and working in conjunction with fiscal agent to track program spending targetsEnsure that all Annual Reviews are completed in a timely oversight regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population OSHA reports on completed on a monthly that staff complete all required trainings and are in compliance with contract training duties as assignedQualifications:Bachelors degree OR High School Diploma/GED/Equivalent AND minimum of two (2) years of case management experience in social services or similar fieldOne (1) year management/supervisory experience in social services or similar fieldAble to communicate and interact with subcontractors service providers and community partners in a culturally competent mannerPreferred Qualifications: Bilingual Spanish preferredJob Description Work Environment:Field (may need to travel) and indoor office environmentRegularly required to sit stand bend; occasionally lift or carry up to 35 occasion walk or drive to different local necessitate working in busy and loud be exposed to elements like cold heat dust noise and need to bend stoop twist and sit throughout the day.
