Program Manager – Existing Building Assessments & Auditing

Job Summary
Sustainable Comfort is looking for a Program Manager to join an expanding group of professionals in the sustainability industry. The Program Manager leads the successful delivery of existing-building assessment and energy-auditing services with an emphasis on multifamily and affordable housing. This role blends workflow management technical oversight staff coordination and client-facing leadership. The Program Manager is accountable for efficient accurate and consistent delivery of Capital Needs Assessments (CNAs) Property and Physical Needs Assessments (PCAs/PNAs) Integrated Physical Needs Assessments (IPNAs) and ASHRAE Level I II and III energy audits.
Essential Duties:
Process and System Development
Develop document and refine program workflows SOPs and process maps.
Identify operational gaps and implement improvements to enhance efficiency and consistency.
Coordinate with internal teams and software vendors to optimize program tracking and reporting systems.
Support leadership with forecasting resource planning and program scaling.
Workflow Management
Manage the full assessment workflow from project intake and scoping through staffing fieldwork report production technical review client comments and final delivery.
Plan and balance staff assignments field schedules utilization project budgets and deadlines across a portfolio of concurrent projects.
Coordinate production of CNAs PCAs/PNAs IPNAs HUD CNA e-Tool submissions and ASHRAE Level I II and III energy audits.
Monitor project status risks deliverables and on-time performance; escalate constraints and implement corrective actions when needed.
Coordinate capital-needs and energy-auditing staff so building deficiencies replacement needs utility data energy-conservation measures and capital recommendations are integrated consistently.
Business Development
Coordinate RFP responses and program design concepts with team director.
Identify and support new market opportunities and strategic partnerships.
Participate in industry events and represent the organization with professionalism.
Develop and issue proposals for new projects confirm scope and deliverables and serve as a primary client contact.
Technical Oversight Review and Quality Assurance
Review assessment reports cost estimates reserve schedules energy calculations and recommended measures for technical accuracy completeness consistency and compliance with the applicable scope.
Maintain and enforce report templates SOPs QA/QC procedures and documentation standards across the assessment team.
Provide technical guidance to staff and resolve questions involving building systems observed deficiencies remaining useful life replacement costs energy use and retrofit strategies.
Confirm deliverables meet applicable client lender housing-agency utility-program and industry requirements including HUD HCR HPD/HDC ASTM and ASHRAE requirements when applicable.
Lead responses to client and agency review comments and support continuous improvement through lessons learned staff coaching and periodic quality audits.
Qualifications:
Education & Experience
Bachelors degree in engineering environmental science business administration energy management or related field.
5 years of experience in multifamily building assessments capital planning energy auditing building systems engineering architecture or related due-diligence services including experience managing multiple concurrent projects.
Demonstrated experience preparing or managing CNAs PCAs/PNAs IPNAs and ASHRAE Level I or Level II energy audits; experience with Level III investment-grade analysis is preferred.
Experience with multifamily and affordable-housing properties and programs including HUD LIHTC HCR HPD/HDC or comparable housing-agency requirements is strongly preferred.
Experience coordinating or technically reviewing the work of assessors engineers architects energy auditors or project managers is preferred.
Technical Skills
Strong understanding of multifamily building systems including architectural structural site accessibility life-safety mechanical electrical plumbing and energy-related conditions.
Ability to evaluate observed deficiencies remaining useful life repair and replacement recommendations capital costs utility consumption energy-conservation measures and implementation considerations.
Experience with project-management and CRM platforms assessment/reporting tools HUD CNA e-Tool ENERGY STAR Portfolio Manager and energy-analysis or modeling software.
Ability to interpret construction drawings specifications prior reports utility data capital records and engineering documentation.
Working knowledge of ASTM property-condition assessment practices and ASHRAE energy-audit procedures and reporting expectations.

Compensation and Benefits:
Compensation: $73000-$110000
