Help transform maternal and infant health across Louisiana. Join a team dedicated to improving outcomes for women and families by supporting the Transforming Maternal Health (TMaH) initiative. This position supports LDHs goals of improving maternal and infant health outcomes strengthening health care delivery systems improving coordinated care and us ng data to guide population health strategy. Through Transforming Maternal Health (TMaH) this position will track performance metrics monitor outcomes support quality improvement and evaluate implementation progress for pregnant and postpartum women enrolled in Medicaid and CHIP populations. The role also supports OWHCHs broader data Infrastructure by identifying gaps measuring progress supporting grant development and strengthening departments ability to make data-informed decisions reduce fragmentation and direct resources towards measurable improvements in womens health.

Minimum Qualifications

Seven years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR

A bachelors degree plus four years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing managing or evaluating health or social service programs; or in public health public relations social services health services health regulation or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Research funding opportunities and coordinate the development writing and submission of grant proposals to secure external funding for agency programs and initiatives;

  • Manage the agencys grant portfolio by monitoring grant activities maintaining grant records ensuring compliance with funding requirements and tracking deliverables budgets and reporting obligations;

  • Develop prepares and monitors agency operating budgets financial reports projections and fiscal analyses to support effective budget planning and financial management;

  • Coordinate budget development activities with agency leadership state budget offices and legislative partners including preparing fiscal documentation and responding to budget inquiries;

  • Monitor revenues and expenditures analyze financial data and recommend budget adjustments to ensure compliance with federal state and legislative requirements;

  • Prepare financial reports fiscal impact statements budget documents and other management reports to support executive decision-making and program operations;

  • Collaborate with agency leadership and administrative staff to provide fiscal guidance maintain position control and budget allocations and support strategic planning grant administration and financial accountability.
