Job Summary

ICF is seeking an experienced mid- to senior-level Program and Grant Manager to support an anticipated multi-country international development project in Asia. This role will manage complex regional activities across multiple countries helping ensure that work plans budgets deliverables grants subawards consultants and reporting requirements are coordinated effectively and implemented on time.

Working closely with the Project Director and technical leads the Program and Grant Manager will serve as a central coordination point for project operations grant management partner coordination financial tracking procurement support and implementation follow-up. The position requires strong attention to detail sound judgment and the ability to keep many moving parts aligned across headquarters staff country teams technical experts subcontractors and local partners.

This position is ideal for a highly organized program management professional with substantial experience supporting donor-funded or federally funded international projects managing complex timelines and budgets coordinating geographically dispersed teams and maintaining strong compliance and documentation systems.

Key Responsibilities

Program Implementation and Regional Coordination

  • Coordinate day-to-day implementation of complex regional activities across multiple countries.
  • Develop update and maintain integrated work plans implementation calendars milestone trackers and activity pipelines.
  • Coordinate closely with headquarters country teams technical specialists consultants and partners to support timely execution of activities and deliverables.
  • Monitor implementation progress and identify operational risks bottlenecks and resource needs.
  • Support project startup implementation closeout and transition activities.

Budget and Financial Management

  • Lead project budget planning forecasting and expenditure tracking.
  • Monitor project spending against approved budgets and work plans.
  • Coordinate with finance and contracts staff to ensure timely financial reporting and compliance.
  • Support preparation of budget modifications financial analyses and resource allocation decisions.
  • Track consultant subcontractor and local partner expenditures and contractual obligations.

Coordination and Stakeholder Engagement

  • Serve as the primary operational liaison among headquarters staff country teams technical specialists consultants advisors and partner organizations.
  • Coordinate regular planning meetings implementation reviews and project management discussions.
  • Facilitate communication and information sharing across project locations and technical workstreams.
  • Support engagement with government private sector worker employer and civil society stakeholders as required.

Contracts Grants and Compliance

  • Oversee operational compliance with organizational policies and project requirements.
  • Coordinate subcontractor consultant and vendor management processes.
  • Support preparation and review of scopes of work contract modifications and procurement documentation.
  • Ensure appropriate documentation recordkeeping and audit readiness.
  • Work closely with contracts finance and project leadership to support effective project stewardship and accountability.

Reporting and Knowledge Management

  • Coordinate preparation of project deliverables technical reports work plans and management updates.
  • Maintain project management systems trackers and documentation repositories.
  • Support data collection and reporting processes in collaboration with technical and MEL teams.
  • Ensure timely submission of operational information required for project management and reporting.

Team Support and Adaptive Management

  • Support the Project Director in managing project priorities timelines and resource allocations.
  • Provide operational leadership during project reviews and strategic planning processes.
  • Contribute to adaptive management by helping translate implementation lessons into operational improvements.
  • Foster effective collaboration across multidisciplinary and multicultural teams.

Required Qualifications

  • Bachelors degree in business administration international development public administration project management finance or a related field.
  • Minimum 10 years of progressively responsible experience managing large complex international development projects.

Professional Skills

  • Demonstrated experience supporting multi-country programs with annual budgets multiple partners and diverse stakeholder groups.
  • Strong experience in project planning budget management implementation oversight and operational coordination.
  • Experience managing consultants subcontractors vendors and partner organizations.
  • Excellent organizational and problem-solving skills with the ability to manage multiple priorities simultaneously.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office applications including Excel PowerPoint and project management tools.
  • Authorization to work in the United States.

Preferred Qualifications

  • Masters degree in a relevant field.
  • Experience supporting donor-funded international development programs.
  • Experience overseeing project budgets grants contracts subawards or cooperative agreements.
  • Experience managing projects involving governance trade labor economic growth institutional strengthening regulatory systems supply chains or workforce development.
  • Experience coordinating geographically dispersed teams across multiple countries and time zones.
  • Professional certification in project management (e.g. PMP PRINCE2 Agile or equivalent).

Reporting Relationship

The Senior Program and Grant Manager will report directly to the Project Director and serve as a senior member of the project leadership team. The position will work closely with country-based project staff the MEL Officer technical advisors finance and contracts personnel and headquarters leadership to ensure efficient implementation and effective operational management of the project.

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.
