Statement of Need and Purpose:

The Fogarty International Center (FIC) a component of the National Institutes of Health (NIH) requires professional scientific and technical program analysis support services to advance its global health research and training mission. The FIC Division of International Training and Research (DITR) requires Program Analyst services to support scientific planning program administration extramural grant oversight and decision-making activities as well as mandatory Congressional reporting through the FIC Office of the Director.

These services are essential to ensuring FIC fulfills its statutory obligation to advance international health sciences cooperation facilitate research training fellowships and support the assembly of scientists for international health research and collaboration all in direct support of NIHs mission to enhance health lengthen life and reduce illness and disability.

Background Information and Objectives:

The Fogarty International Center is the international component of NIH dedicated to advancing global health research through innovative and collaborative research and training programs. FIC administers a portfolio of extramural grants cooperative agreements fellowships and career development awards supporting U.S. and international scientists working to address critical global health challenges. DITR manages a broad range of scientific programs and is responsible for ensuring effective administration monitoring and Congressional reporting of these activities in compliance with NIH policies and federal mandates.

To fulfill its mission FIC requires analytical and programmatic support to research and assess scientific programs compile and analyze data support extramural grant administration facilitate scientific convenings and liaise with the NIH Office of the Director on Congressional inquiries and reporting. Without this support FICs capacity to execute its statutory responsibilities and maintain rigorous oversight of its global health portfolio would be significantly diminished undermining both the NIH mission and the Governments commitment to accountability and results under the Presidents Management Agenda (PMA).

General Requirements:

The services to be performed outlined below support scientific planning decision-making and execution by the FIC Division of International Training and Research as well as mandatory Congressional reporting through the FIC Office of the Director

• Research and assess the operation of the organizations scientific programs.

• Research interpret and summarize background materials from a variety of scientific sources.

• Compile data and create and prepare graphs slides and presentations.

• Perform logistical planning of various scientific meetings lectures workshops.

• Develop and prepare various scientific reports.

• Provide technical experience and assistance needed to support the administration and monitoring of extramural grants and cooperative agreements.

• Liaise with the NIH Office of the Director for Congressional inquiries reporting and justifications related to FIC.

Specific Requirements:

LEVEL OF EFFORT:

Research and assess the operation of the organizations scientific programs.

• Collaborate with and support program officers on existing projects and/or the development initiation and execution of new project initiatives.

• Compile and assess program activities to identify challenges and develop recommendations for improvement.

• Assist in conducting literature searches and provide summaries of findings as part of preliminary planning for new research activities and directions.

• Track action items and tasks provide deadline reminders to Program staff; maintain spreadsheets of relevant information.

• Prepare slide sets on achievements of FIC grantees for scientific and programmatic presentations at conferences and meetings.

Research interpret and summarize background materials from a variety of scientific sources.

• Conduct literature searches in PubMed Web of Science and other information sources; manage references using bibliographic software.

• Conduct search for material for a specific programmatic need using a NIH and other scientific databases to search for material in many cases.

• Create scientific search criteria for locating scientific program and related information on the internet and other means including literature and database searches.

Compile data and create and prepare graphs slides and presentations.

• Conduct searches for material for a specific programmatic need and/or presentation; use a database to search for material as necessary.

• Design develop and maintain databases Listservs spreadsheets PowerPoint presentations and other computer applications.

Perform logistical planning of various scientific/grantee meetings lectures workshops.

• Perform logistical planning for various scientific meetings conference calls symposia lectures workshops and special projects.

• Work with staff to identify key issues and track action items and tasks providing deadline reminders to Program staff and update and maintain spreadsheets of relevant information.

Develop and prepare various scientific reports.

• Obtain information and data; review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text data and charts.

• Search scientific program and related information on the Web and other means; perform literature and database searches.

• Develop periodic and special reports; search records and files the Internet background materials and precedent references.

Provide technical experience and assistance needed to support the administration and monitoring of extramural grants and cooperative agreements.

• Work with program officers to develop and update funding opportunities for career development research and training programs.

• Work with program officers to conduct the administrative eligibility review of the applications.

• Monitor and track the status of applications at the following stages: peer review award issuance progress reporting and post-award administration

• Draft requests for co-funding from other NIH Institutes and Centers.

• Work with staff to draft pay plans for grants that will be funded.

• Plan organize and coordinate regular meetings with co-funding partners and project scientists involved in cooperative agreement awards.

Liaise with the NIH Office of the Director for Congressional inquiries reporting and justifications related to FIC.

• Attend regular meetings to provide needed information on FIC activities

• Report back to FIC OD on relevant updates Coordinate with NIH OD FIC OD and other FIC divisions to develop language for Congressional justifications

Education

• Masters degree (preferred) or bachelors degree with equivalent experience in public health (or related field).

Experience

• Additional qualifications include public health research skills proficiency with MS Office Suite strong oral and written communication skills knowledge
