Job Summary

Introduction

The Office of the Inspector General (OIG) has been recently established as an independent and nonpartisan agency to detect and deter fraud waste abuse mismanagement and corruption in or affecting state government.

Summary Statement

The incumbent will be engaged in leading and conducting complex evaluations and studies collecting and analyzing data evaluating options and recommending alternatives across a diverse range of complex management and operational areas spanning across the state carrying out these functions the incumbent often will be required to operate with substantial autonomy and they also will support the work of OIG investigators and other personnel on complex matters and issues under addition to such externally facing functions the incumbent also will be expected to provide expert analysis and recommendations with regard to a wide variety of complex issues related to the operations and functions of the OIG. The incumbent will be required to obtain certification within 3 years of hire in at least 1 of the following fields: evaluation auditing and/or investigations.

  • Works under the supervision of the Inspector General Deputy Inspector General and/or Investigative Supervisor as appropriate for the project.
  • Directs the preparation administration and completion of highly complex and varied interdepartmental management and operational evaluations studies and reviews across the full range of state agencies and others within the scope of the OIGs work. Assesses areas for management and operational improvements and develops and makes recommendations and suggests alternatives for proper courses of action to address and achieve resolution of such issues.
  • Formulates scope of studies in which needs and problems are identified objectives are clarified and defined and approaches are explored and assessed all consistent with applicable national standards for such evaluative work.
  • Plans and conducts data collection and statistical and other studies related to agency or other governmental management and operations labor markets and economic conditions and other relevant areas of interest.
  • Supports OIG investigators and other office personnel with research data collection and analysis and otherwise as requested.
  • Oversees and participates in monitoring and assessing external services provided to agencies and governmental entities under review as well as internally with regard to the varied programs and operations of the OIG examining compliance with laws rules regulations policies and procedures as well as the economy efficiency and effectiveness of such operations.
  • Develops/designs systems for evaluating the effectiveness of operations and management in meeting established and other goals and objectives both in external reviews and within the OIG.
  • Identifies program operational and/or financial management needs of entities under review and within the OIG.
  • Participates in committees task forces councils and commissions within the oversight community state government and otherwise as directed or approved by the Inspector General.
  • Participates in evaluations and reviews concerning grant applications or requests for funding or programmatic changes of entities under OIG review and within the OIG itself and makes recommendations regarding the substance and procedures applicable to same.
  • Participates in the assessment of the budget available for entities under OIG review to accomplish their goals and objectives as well as assisting as requested in the preparation and maintenance of the OIG budget; develops formulates and participates in the implementation of policies and procedures relating to such matters.
  • May plan assign review and evaluate the work of subordinate or other staff.
  • Contacts include agency leadership and counterparts on external evaluations and reviews and the Inspector General and other OIG management on internal matters in both instances explaining analysis findings and proposed recommendations resolving differences securing coordination and cooperation in current and proposed evaluations studies and reorganizations both outside and within the OIG.
  • Tracks progress made on external and internal recommendations for improvement with ongoing dialogue as to hurdles faced and means to address them.
Job Requirements

JOB REQUIREMENTS forEvaluator and Program Analyst (Management Analyst III)

  1. Three years experience in conducting studies or analyses including evaluating operations programs services policies and procedures to determine efficiency effectiveness whether goals and objectives are met and compliance with laws rules regulations policies and procedures.
  2. Three years experience in descriptive statistics such as the mean median mode or standard deviation.
  3. Three years experience in interpreting laws rules regulations standards policies and procedures.
  4. Six months experience in designing studies or analyses including determining study goals and objectives information needed data sources sampling and collection methods.
  5. Six months experience in making recommendations for continuation or changes to operations programs services policies or procedures based on findings.
  6. Six months experience in narrative report writing.
  7. Knowledge of inferential statistics such as correlation t-tests f-tests or analysis of variance.
