Job Overview

Location/Schedule: This position is based out of the Lloyd Corporate Plaza located in NE Portland OR. The schedule for the position is Monday through Friday 8:30 am to 5:00 pm.

Position Description: The Procurement Specialist is responsible for coordinating purchasing activities across Cascadia Healths clinical and administrative sites. This position ensures that all goods and servicesranging from medical non-medical food service and office supplies to facility supportare sourced cost-effectively ethically and in alignment with Cascadia Healths mission and compliance requirements. The Procurement Specialist works closely with the procurement manager and vendors to maintain quality reliability and fiscal responsibility in all procurement activities.

Essential Responsibilities

General:

  • Prepare and process purchase orders requests for quotes and vendor agreements for medical non-medical office food service and facility supplies in accordance with Cascadia Healths procurement policies.

  • Negotiate pricing terms and delivery schedules to optimize value for the organization.

  • Manage vendor relationships monitor performance and resolve delivery or billing issues.

  • Maintain vendor correspondence and communication across the organization.

  • Collaborate with internal departments to anticipate supply needs.

  • Ensure compliance with all applicable regulations including HIPAA nonprofit procurement standards and federal and state purchasing requirements.

  • Track and analyze purchasing data to identify cost savings and operational improvements.

  • Support continuous improvement initiatives within supply chain processes and systems.

  • Perform other duties as assigned.

Regulatory & Compliance:

  • Comply with and implement regulations policies and procedures under which the department and program operate.

  • Assist in crisis situations as appropriate following emergency protocols and procedures.

  • Understand fire regulations and evacuation procedures; participate in regular safety drills in compliance with department policies and procedures.

  • Document and maintain records in a manner that ensures compliance with all agency policies and procedures and local state and federal regulations.

  • Adhere to mandatory abuse reporting laws HIPAA and 42CFR regulations requirements.

  • Complete annual employee training requirements on a timely basis.

  • Participate in all scheduled staff meetings supervision sessions and other departmental and agency meetings.

Qualifications

Education:

Required:

  • High School diploma or equivalent.

Preferred:

  • Associate or bachelors degree in Business Administration Supply Chain Management Healthcare Administration or related field.

Experience:

Required:

  • Minimum two years of purchasing or procurement experience.

Preferred:

  • Some healthcare regulatory standards and nonprofit purchasing practices.

  • Proficiency or familiarity with Workday.

Specialized Knowledge Skills and Abilities:

  • Ability to negotiate vendor contracts and manage multiple projects simultaneously.

  • Proficiency in Microsoft Office and purchasing or ERP software.

  • Excellent communication organization and problem-solving skills.

  • Demonstrated effective interpersonal and customer service skills.

  • Ability to demonstrate professionalism reliability and initiative in daily work activities

  • Knowledge of professional standards ethical conduct and accountability expectations in a healthcare environment.

  • Ability to work proactively and effectively in a team as well as independently.

Other:

  • Must have the ability to travel to multiple locations throughout the Portland Metro area.

  • Must have the ability to perform CPR and properly use AED equipment. BLS certification training will be provided within the first 60 days of hire for client-facing staff and CPR certification training will be provided within 120 days for all other staff. Certification must remain current.

Working Conditions

Environmental: Work is performed in one or more of the following: administrative office clinical office acute care settings and community setting including IWS residences correctional facilities shelters hospitals public places and other social service sites. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for aggressive behavior exposure to disease biohazards noise and contaminants.

Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management addition this position requires exercising sound judgment.
