Description of Work

As a journey level Public Safety Officer based at Broughton Hospital the primary purpose of this unit is to provide protection for the clients staff visitors and property for the areas served on a 24 hours a day seven days a week basis. Enforcement and the investigation of violations of North Carolina General Statutes Mental Health laws Department of Health and Human Services policies and policies of each of the areas serviced by our unit and/or surrounding areas for which the police department has mutual aid agreements with is an essential part of our function. Another important function of this unit is to act as liaison between the agencies we serve and other criminal justice agencies and departments across the State as well as out of State. Subject position possesses full powers of arrest in order to control and enforce traffic criminal investigation search and seizure service of warrants and subpoenas suspect apprehensions collection and preservation of evidence enforcement of chain-of custody and participation in court proceedings. Position responds to complaints and/or calls that require intervention and/or investigation. As such position serves multi-task role (patrol officer investigator and crime prevention officer).

Knowledge Skills and Abilities/Management Preferences

*70%: LAW ENFORCEMENTProvide and practically effect technical security and observe activities in campus buildings and on campus grounds. Patrol areas to ensure that traffic and parking is conducted within legal parameters. Responding to and evaluating emergencies immediately: determining immediate action required based on incident. Applies appropriate laws policies and processes/procedures to an incident investigation. Obtain search warrants and enforce/use the warrant issuance process. Ensure that evidence is appropriately collected and catalogued. Coordinate and conduct searches for clients who leave the institutions grounds without situations that involve violent and/or disruptive behaviors as exhibited by visitors staff members and/or clients when out of clinical control. Provide transportation of all legal status patients for off campus appointments. Equipment Operation/ and maintain police vehicle and in-vehicle equipment (including radar lights sirens computer firearms less than lethal and non lethal weapons batons handcuffs leg irons defensive shield and OC spray) according to SOP and users manual. Maintain logs of calibrations on required Control/Motorist/Motorist all levels of motor vehicle accidents enforce motor vehicle laws by conducting motor vehicle stops report and resolve traffic violations hazards and provide motor assistance with disabled vehicles or vehicles with keys locked in them. Manage approved traffic Deterrence/Detection and Investigation. Serve arrest warrants subpoenas and other legal process documents. Conduct building/grounds security checks. Respond to citizen complaints/concerns: conduct preliminary/follow-up to investigations of misdemeanors and all levels of felony cases establish/secure/process crime scenes; conduct arrests/searches and prepare case files. Manage all incidents utilizing the Incident Command as first responder to incidents and manage incident utilizing ICS (fires burglar and fire alarms hazardous waste spills medical contaminants illegal possession of drugs/weapons medical emergencies or any other request for assistance).Court of grand jury packets and presenting clear concise evidence and facts during appearances in court.*5%: PUBLIC CONTACTServe as liaison regarding public safety issues to internal and external customers including hospital staff (medical personnel administrators operations personnel clients visitors and other law enforcement agencies such as the sheriffs department Secret Service SBI FBI as well as criminal and traffic courts and lawyers). Develop and deliver presentation to students staff and community organizations. Initiates and participates in various community events such as Special Olympics parades and kids fairs. Relays emergency information clearly and accurately: uses effective inquiry and interview techniques: presents concise evidence: relays radio messages using police and cooperate with other law enforcement agencies to forge alliances and to resolve/solve crime/issues. Work in association with organizational management to accomplish goal/ and role-model fellow and lower level officers.*10%: WRITTEN COMMUNICATIONCompletes detailed departmental and state forms within the specified timeframe. Develops prosecution summaries grand jury packets affidavits for search warrants or subpoenas for records; records facts and prepares reports to document preliminary and follow-up investigations. Properly documents and submit evidence to SBI utilizing appropriate of Work: (continued)5%: CHAIN-OF-COMMAND/CHAIN-OF-CUSTODYFollows organizational and legal policies and procedures when addressing and/or processing situations. Possesses and uses knowledge of street building and landmark agency and community resources to enhance public safety and addresses members of the organization hierarch. Recognizes and addresses hospital employees clients and visitors to build trust and to become familiar with employees. Checks for understanding ask appropriate and timely questions and conducts follow-up questions to achieve customer chain-of-command appropriately in dealing with departmental issues.*10%: SAFETYFollows and applies safety measures with use of equipment (firearms less than lethal/non lethal weapons vehicles) and policies and procedures while carrying out their daily activities or during the investigation of a crime accident or during a vehicle potential safety issues or unsafe work practices and takes appropriate measures to warn others of potential hazards and addresses a plan of correction through the appropriate the public staff clients and self from potential harm by following protocol during crisis appropriate equipment supplies and materials that are needed to ensure safety. Tests cleans and ensures that equipment is in safe efficient effective order. Stores equipment in a safe completes all required in-service training as required by the North Carolina Criminal Justice Training and Standards Broughton Police Department Broughton Hospital. Attend and successfully complete any additional training that has been designated by the Chief.

High school or General Educational Development (GED) diploma. Necessary Special Qualifications complete all requirements for an NC Probationary Law Enforcement Certification including completion of Basic Law Enforcement Training in accordance with the provisions of the North Carolina Criminal Justice Education and Training Standards Commission within one year of employment. 2. Must be at least 20 years of age. 3. Posession of a valid NC Drivers License.
