GENERAL DESCRIPTION:

The Planning and Grants Specialist is a member of the Planning Team within the Public Health Preparedness and Response (PHPR) Unit. The duties include assisting the Hospital Preparedness Program (HPP) Manager with administrative duties assisting the Planning Manager with emergency response plans training on all facets of emergency preparedness developing exercises to test emergency plans and providing technical assistance to Healthcare Coordinators (HCCs) and Public Health Response Coordinators (PHRCs) with plan development.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Assist the HPP Manager with projects related to emergency preparedness and response.
  • Under the direction of the Planning Manager complete evaluate maintain and update as appropriate Public Health Emergency Preparedness and Response Plans.
  • Communicate complex technical concepts in lay terms; ensure clear and concise communication between the program and stakeholders.
  • Provide technical assistance to Public Health Response Coordinators (PHRCs) and Healthcare Coordinators (HCCs).
  • Participate in exercise planning drills exercises andprovide input into the development of After-Action Reports (AARs) and Improvement Plans (IPs) as requested.
  • Participate in and contribute to PHPR planning and training efforts.
  • Participate in and contribute to HCC planning and training efforts.
  • Participate in the development ofPHPRs and HPPs annual cooperative agreement application work plan development and annual reporting.
  • Contribute to the development of the Deliverable Guidance for CRIs local jurisdictions and tribes and follow through to completion.
  • Participate in the identification meeting tracking verification and reporting of performance measures as well as data collection.
  • Ensure compliance with the federal emergency programs.
  • Identify and mitigate risks by monitoring project milestones and providing recommendations.

Qualifications



PREFERENCES:


Preference given to candidates who have attained their Master Exercise Practitioner (MEP) or have completed the FEMA Planning Practitioner Program. A Bachelors degree in planning emergency management or a closely related field or 0-3 years of progressive work experience in emergency management project management or grant management.

Completion of the following FEMA coursework:

  1. IS-100.c Introduction to Incident Command System
  2. IS-700.b National Incident Management System (NIMS)
  3. IS-800.d National Response Framework
  4. IS-235.c Emergency Planning
  5. IS-242.c Effective Communication
  6. IS-120.c An Introduction to Exercises
  7. IS-906 Workplace Security Awareness


KNOWLEDGE:


  • Abilityto maintaina professional attitude and composure during periods ofhigh stress such as disaster or widespread medical crises
  • Proficient knowledge of Google Suite.
  • Knowledge of database entry and inventory tracking

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
