BEHAVIORAL HEALTH DEPARTMENT
As part of Alameda County Health theBehavioral Health Department supports people with Medi-Cal and withoutinsurance living with serious mental illness and substance use conditions alongtheir path toward wellness recovery and resiliency. We provide servicesthrough a network of contracted mental health and substance use providers andadminister the States resources and training for behavioral health providerscase managers and other healthcare professionals. We advocate for our patientsand families and create space for personal engagement in their care.
We are outpatient specialists for mentalhealth services for older adults and youth substance use providers andtreatment program specialists advocates for quality improvement and patientsrights and psychiatric and integrated health care providers.

THEPOSITION
Under direction to plan organize anddirect a large group of closely related services or programs in a public healthor mental health department; to coordinate services with other County healthagencies; to provide professional consultation; and to do related work asrequired.
Physician V incumbents manage adivision/department in the Health Care Service Agency. It is furtherdistinguished from the classification of Physician IV in that the Physician IVexercises functional and administrative supervision over a program. Theirservices or programs may also be recognized by the medical community as beingthe most essential to the operation of a public health or mental healthprogram. They report directly to a Medical or Department Director.
THE VACANCY
The current vacancyis for a position with psychiatric specialty which requires successful completion of a four-yearresidency in psychiatry. However the eligible list resulting from thisrecruitment will be used to fill future vacancies with or without specialtydesignations.
THE IDEALCANDIDATE
In addition to the minimumqualifications and knowledge and skills listed below ideal candidates for thecurrent vacancy will have experience overseeing psychiatric services in acounty setting behavioral health organization acute psychiatric facility orintegrated medical/behavioral health facility. They will be well-versed in theWIC LPS and other legislative matters related to county operations as wellas the provision and oversight of outpatient pharmacy nursing and generalbehavioral health (mental health and substance use) treatment requirements.

The minimum professional requirementsfor admission to the competitive assessment process include:
The equivalent of two years in the class of Physician IV in the Alameda County Classified service. (Non-classified includes District Attorneys Office Hospital Authority and the Consolidated Courts.)
Education:
If appointed to a Public Health Director position possession of an MPH from an accredited college or university
Possession of a valid license to practice medicine in the State of California.
Special Requirements:
- In compliance with the Administrative Simplification provision of the Health Insurance and Accountability Act of 1996 (HIPAA) employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.
- In compliance with Medicare regulations employees in this classification are required to complete the Medicare Enrollment Process for Physicians and Non-Physician Practitioners through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services prior to their first day on the job. Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.
- In compliance with the Department of Health Care Services (DHCS) and the Federal Cures Act Employees in this classification who are required to render direct specialty mental health services in the course of their assignment must successfully be enrolled in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment.

Theexamination will consist of the following steps:
1) A review ofcandidates applications to verify possession of minimum requirements. Thosecandidates who possess the minimum requirements for the classification willmove on to the next step in the examination process.
2) A review ofcandidates Supplemental Questionnaires to select the best qualifiedapplicants. Those candidates selected as best qualified will move on to thenext step in the examination process.
3) An oralinterview examination which will be weighted as 100% of the candidates finalexamination score. The oral interview examination may contain situationalexercises.
