Join a leading Texas state government project as a PeopleSoft HCM Functional Consultant driving statewide HR/Payroll reporting and functional initiatives within the CAPPS program. Responsibilities

- Gather analyze and document business requirements for large-scale projects and system enhancements.
- Develop modify and maintain advanced reports using PeopleSoft Query Manager BI Publisher SAP Business Objects and related tools.
- Translate business needs into technical specifications ensuring compliance with state policies and regulatory standards.
- Optimize and tune reporting queries for performance and accuracy on statewide datasets.
- Lead system testing efforts including UAT and regression testing focusing on data integrity and output validation.
- Configure and support functional features Page and Field Configurator Drop Zones Event Mapping Page Composer etc.
- Ensure all digital content meets WCAG 2.1 accessibility standards; remediate issues as needed.
- Provide Level 2 service desk support advanced troubleshooting and clear documentation.
- Collaborate with cross-functional teams business owners and Tier 3 support to resolve data integration and audit needs.
- Maintain report inventories data dictionaries and comprehensive documentation for each deliverable.
- Support CAPPS HR/PY functional design phase including FDD creation and review.
- Participate in major incident management disaster recovery upgrade testing and annual SOC-1 audits.
- Uphold ITIL best practices enforce security compliance and privacy standards across all workstreams.
- Deliver presentations to user groups and steering committees as a subject matter expert.

Required Skills and Experience

- 8 years Texas public sector experience supporting state government agencies
- Expertise in PeopleSoft HCM 9.2 HR/Payroll module reporting and functional support
- Deep understanding of State of Texas HR/Payroll policies and business processes
- Strong proficiency in WCAG 2.1 accessibility-compliant documentation and materials
- Proven track record in structured UAT regression testing and impact analysis
- Experience integrating contractual language into workflows and vendor management
- Mastery of PeopleSoft data structures effective dating table relationships and complex reporting logic
- Hands-on experience supporting CAPPS Central production and expansion (100 agencies 5 Hub instances)
- Familiarity with ITIL methodologies for ITSM and ITAM
- Advanced knowledge in data integration data quality SDLC and Agile methodologies
- Exceptional written verbal and interpersonal communication

Preferred Skills

- CPA experience with Fiscal Year-End processes for CAPPS especially reorganizational/legislative mandates
- Customer-facing experience in CAPPS expansion for Central and Hub agencies
