Department

San Francisco Bay Region Network (Payroll Services)

The SFBRN provides back-office administrative and transactional functions to CSUEB SFSU and SSU through one single effective and cost-efficient structure. The Networks HR Operations unit delivers essential Human Resources support for the Network community ensuring accurate payroll administration effective HRIS management and reliable services across all three universities. HR Operations collaborates with individual Network university Presidents Provosts and other university leadership to drive HR transformation foster operational excellence and enable exceptional outcomes. By streamlining these HR operations the unit helps Network universities focus on their core academic missions while maintaining appropriate standards of service compliance and operational excellence.

The Payroll team within HR Operations is dedicated to managing the Networks payroll processing functions ensuring that all payroll activities including payroll cycle management payment and deduction administration time and attendance management and regulatory compliance are executed accurately compliantly and efficiently across all three universities. By collaborating closely with campus HR leaders Finance partners and Network stakeholders the Payroll team supports each universitys operational needs through disciplined and compliant management of the full payroll lifecycle.

Anticipated Hiring Range

$4037.00 - $5327.00 Per Month ($48444.00 - $63924.00 Annually)

Position Summary

Reporting to and under close supervision from the Director of Payroll the Payroll Technician performs experienced-level payroll processing and serves as a technical resource within the Payroll team of the San Francisco Bay Region Network (SFBRN or The Network). This position is responsible for the accurate timely and compliant processing of payroll transactions and provides guidance and support to Payroll Technicians processing payroll for California State University East Bay (CSUEB) San Francisco State University (SFSU) and Sonoma State University (SSU).

The Payroll Technician executes core payroll processing activities including data entry payment and deduction maintenance time and attendance processing leave accrual administration and payroll reconciliation. This position also handles more complex payroll processing assignments assists with quality review of Payroll Technician work products and serves as a resource for non-routine transaction questions. This position applies a broader range of payroll knowledge to independently resolve moderately complex matters and refers highly complex or policy-level matters to Payroll Analysts Lead Payroll Analysts or the Director of Payroll.

Position Information

Payroll Processing and Transaction Administration

  1. Performs day- to day payroll processing activities as well as experienced-level payroll processing activities for a designated segment of the Networks workforce ensuring the accurate and timely entry verification and processing of payroll transactions in accordance with established procedures CSU Administrative Manual (ICSUAM) policies Payroll Procedures Manual (PPM) Payroll Information System (PIMS) applicable MOUs Chancellors Office Technical Letters State Controllers Office federal regulations and state regulations as applicable to the CSU.
  2. Creates and maintains employee payroll records processes personal data changes employment data changes and compensation adjustments verifying data integrity before and after each payroll cycle.
  3. Processes payments and deductions including recurring and one-time payments stipends overtime shift differential establishment and tracking of garnishments
  4. Independently resolving moderately complex discrepancies and escalating exceptions with significant compliance implications to Payroll Analysts or the Director of Payroll.
  5. Administers time and attendance data entry and verification for assigned employee groups including processing timesheet submissions reviewing exception time reports processing leave balance adjustments and identifying FLSA compliance concerns.
  6. Supports special run and manual payment processing coordinating changes and entering data accurately into the payroll system.
  7. Runs standard and ad-hoc audit and reconciliation reports reviews output for discrepancies and resolves routine and moderately complex exceptions independently.
  8. Data review and keying of Payroll Processing Transactions (PPT)
  9. Determine eligibility for retirement programs including CalPERS PST (Savings Plus). Ensure employees are enrolled as applicable. Audit enrollment and ensure corrections are processed timely and accurately.
  10. Ensure monthly and ad hoc payments processed by the State Controllers Office are accurate and timely
  11. Maintain daily functions in support of PeopleSoft Time and Labor and Absence Management including reviewing reports entering time and adjustments. Monitoring CTO ADO Plus/Minus.
  12. Establishment processing collection and auditing of accounts receivables as a result of overpayments retroactive deductions and benefit premiums (as needed). Including establishments of payment plans.

Compliance Support and Regulatory Adherence

  1. Adheres to all applicable payroll-related legal and regulatory requirements maintaining thorough knowledge of the California Labor Code FLSA Payroll Procedures Manual (PPM) Payroll Information System (PIMS) applicable MOUs Chancellors Office Technical Letters State Controllers Office federal regulations and state regulations as applicable to the CSU as they relate to payroll processing.
  2. Work collaboratively with senior leadership to assist with compiling requested documentation running data queries and ensuring records are accurate and accessible for internal and external audit preparation

Customer Service and Stakeholder Support

  1. Responds to employee and departmental inquiries regarding payroll matters including pay discrepancies deduction questions leave balances and direct deposit issues providing accurate information within scope and referring complex or policy-related questions to Payroll Analysts or the Director of Payroll.
  2. Communicates clearly and professionally with campus HR contacts departmental administrators Finance partners and employees across all three universities maintaining a service-oriented approach in all interactions.
  3. Maintains accurate records of inquiries and resolutions to support knowledge sharing and continuous improvement of payroll service delivery.
  4. Provides payroll-related training and guidance to departments on payroll procedures timekeeping requirements and system-related processes to support accurate and timely payroll submissions in accordance with established policies procedures and deadlines.

Minimum Qualifications

Equivalent to two years of payroll and personnel experience which has provided the below knowledge and abilities or any equivalent combination of education and experience which provides the required knowledge and abilities.

Knowledge:

Thorough knowledge of general office methods practices and procedures. Thorough knowledge of or the ability to acquire quickly policies procedures programs guidelines applicable state and federal laws educational codes and collective bargaining agreements.

Abilities:

In addition to the Payroll Technician I abilities must be able to:

Environmental/Physical/Special

Must pass a background check.

Position may require occasional travel among Network universities to support payroll operations and training needs.

Position may require work outside normal business hours during peak payroll processing periods.
