Main Purpose of Job
Park Technician Supervisor/ Historic Trades Corps Crew Leader is the supervisory level ofmaintenance work in state parks and forests. Employees in this class have responsibility forthe supervision and maintenance of grounds facilities and equipment within a park forest orrecreation area that are historically or culturally relevant performing maintenance work andoverseeing the preservation rehabilitation and maintenance of historic sites and in this classification supervise lower-level Park Technicians and Park TechnicianLeads specifically crews of DSCI Historic Trades Corps members performing in this classification receive general supervision from a Headquarters-basedProgram Administrator Cultural and Historical Planning Team member Park MaintenanceProgram Supervisor or other designated official depending upon the specific project and itslocation. An employee in this classification will lead or supervise skilled unskilled or semi-skilled laborers including Historic Trades Corps members permanent employees long-termcontractual employees seasonal employees and volunteers to include scheduling andplanning employees work assignments as well as performing maintenance maintenance of historic sites and structures in park forest or wildlife grounds is theprimary function of this position employees may occasionally be assigned other Technician Supervisor/ Historic Trades Corps Crew Leader is differentiated from ParkTechnician Lead in that the Park Technician Supervisor has supervisory responsibility forlower-level Park Technicians or individuals fulfilling those functions as DSCI HistoricTrades Corps crew members while the Park Technician Lead assigns reviews and approvesthe work of and trains lower-level Park Technicians.
POSITION DUTIES
The Department of Natural Resources (DNR) Maryland Park Service is currently accepting applications for a Park Technician Supervisor/Historic Trades Corps Crew Leader based out of DNR Headquarters in Annapolis with primary day to day functions performed at Morgan Run Natural Environmental Area and around the State. The Historic Trades Corps aims to improve the condition of Maryland State Parks historic structures while providing young adults with a pathway to secure employment through meaningful service. This position will be responsible for supervising leading training and instructing a crew of 4-6 Historic Trades Corps service members in the performance of duties maintaining and restoring historic sites and structures by providing daily oversight through written and verbal instructions on-site supervision and follow-up. This position also coordinates team projects purchases supplies and materials oversees the Historic Trades Corps workshop and works closely with the headquarters Corps management team to implement the program. The position supervises and performs maintenance and repair work for historic buildings and facilities which may include carpentry window repair masonry roofing demolition plaster work plumbing electrical and other types of work such as mothballing and cleaning. This position may oversee preservation specialists and technicians hired to perform work or provide training for crew members. This position prepares or reviews projects procures supplies and materials tracks and administers agreements supervises contractors and coordinates with DNR and Park staff to complete maintenance work.
While the supervision of the Historic Trades Corps crew and maintenance of historic park buildings and sites are the primary functions of this position the selected candidate may also assist with Park special events and training interpretive programs or other Conservation Corps activities such as those that involve environmental conservation. The position may occasionally be requested to assist with day-to-day park operations assisting with park visitor needs and helping with special events as required. The selected employee will usually not be required to work evenings weekends or holidays but will be expected to travel with the crew throughout the state for short-term work projects which sometimes require overnight stays or long days. The selected employee will be eligible to receive training and certifications in historic trades alongside the Crew Members as applicable.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of experience in the skilled maintenance or construction trades e.g. Electrician Plumber or experience in the maintenance of a park forest or wildlife facility.
Notes:
1. Candidates may substitute education in the field of forestry wildlife biology or park management at an accredited college or university at the rate of 30 credit hours for each year ofexperience for up to two years of the required experience.
2. Candidates may substitute additional experience at the rate of one year of experience for one year of education up to four years of the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in equipment facilities and services classification or equipment facilities and services specialty codes in the equipment facilities and services field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience supervising scheduling and evaluating work crews volunteer groups or young adult groups
- Experience leading work crews volunteer groups or young adult groups in project completion through training mentoring or effective group leadership
- Experience problem solving and working independently
- Experience or demonstrated interest in historic preservation history cultural preservation
- Ability to complete reports fill out forms utilize computer programs and communicate via e-mail
- Experience estimating project requirements and resource needs procuring equipment and supplies and completing other project management tasks
LICENSES REGISTRATIONS AND CERTIFICATIONS
Employeesin this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Some positions in this classification are assigned duties which will require thecandidates to be examined by a Physician. After an offer of employment candidates for such positions will be given a medical examination to certify the ability to perform the essential job functions.
2. Upon permanent appointment employees in this classification may be required to reside in the county region or park to which they are assigned.
3. Employees in this classification may be assigned duties which require a valid operator license for heavy equipment such as bulldozers back-hoes payloaders or tractors.
4. Employees in this classification may be required to provide a telephone number listed in the agencys telephone directory or on file with Forest Park and Wildlife Communications Center in case of emergencies.
5. Employees in this classification may be required to attend training and becertified as a water plant operator.
6. Employees in this classification may be required to lift objects weighing up to 40 or more pounds.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
