We are seeking an experienced Oracle Technical Program Manager to lead and govern enterprise Oracle platform initiatives across implementation upgrades migrations support and transformation programs. The ideal candidate will possess a strong blend of technical program management Oracle platform expertise governance stakeholder management and delivery leadership. This role requires close collaboration with business stakeholders architects engineering teams vendors and executive leadership to ensure successful program execution and operational excellence.

• Lead end-to-end Oracle platform programs including planning execution monitoring and successful delivery.
• Develop and manage program roadmaps project plans milestones budgets dependencies and resource allocation.
• Track delivery progress and ensure adherence to timelines quality standards and business objectives.
• Drive program governance through status reporting risk management issue tracking and executive communication.

• Oversee Oracle implementation upgrade migration integration and support initiatives.
• Coordinate Oracle application and infrastructure activities across technical and functional teams.
• Ensure platform stability availability performance and operational excellence.
• Support continuous improvements in Oracle environments through process optimization and automation initiatives.

• Establish and maintain governance frameworks for Oracle programs and strategic initiatives.
• Manage change requests release planning impact assessments and deployment activities.
• Ensure compliance with organizational policies security standards audit requirements and regulatory guidelines.
• Drive effective issue escalation and resolution processes.

• Serve as the primary liaison between business leaders Oracle technical teams vendors and external partners.
• Facilitate cross-functional collaboration and ensure alignment of technical solutions with business goals.
• Present program status risks mitigation plans and executive-level updates to leadership teams.
• Manage vendor relationships and ensure successful delivery of outsourced services.

• Identify program risks dependencies and bottlenecks and develop mitigation strategies.
• Ensure Oracle solutions meet operational security scalability and performance requirements.
• Establish delivery quality metrics KPIs and continuous improvement practices.
• Drive proactive problem-solving and decision-making across program teams.

• Bachelors or Masters degree in Computer Science Information Technology Engineering or a related field.
• 10 years of experience in Technical Program Management Project Management or Oracle Program Delivery.
• Strong experience managing Oracle platform operations governance and enterprise-scale delivery programs.
• Proven experience leading Oracle implementation migration upgrade and support projects.
• Expertise in project planning scheduling budgeting risk management and stakeholder communication.
• Strong understanding of SDLC Agile Waterfall and Hybrid delivery methodologies.
• Experience with program management tools such as Jira ServiceNow MS Project Azure DevOps or similar.
• Excellent communication leadership negotiation and stakeholder management skills.

• Experience with Oracle ERP Cloud Oracle EBS Oracle Fusion Oracle Database OCI (Oracle Cloud Infrastructure) or related Oracle technologies.
• Knowledge of enterprise architecture cloud transformation application modernization and data migration programs.
• PMP PMI-ACP PRINCE2 Scrum Master or other relevant certifications.
• Experience working in large-scale enterprise environments across multiple geographies.
