The Illinois Environmental Protection Agency is seeking a dynamic human resources leader to serve as the Manager of the Office of Human Resources (OHR). This is a key leadership role within the Division of Administration responsible for shaping and guiding the full spectrum of HR operations that support the Agencys 800 employees.
The OHR Manager will lead a team that manages transactions classifications interviews and selection benefits and payroll processes for Illinois EPA offices across the State of Illinois.
Ideal candidates are strong leaders who excel in managing staff navigating HR systems communicating effectively with current and prospective employees fostering a team environment and driving operational excellence.

- Serves as the Manager of Office of Human Resources (OHR) in the Division of Administration for the Illinois Environmental Protection Agency (IEPA).
- Serves as full-line supervisor for Transactions Classification Interview & Selection Benefits and Payroll staff.
- Directs and coordinates the implementation of activities of OHR staff including utilization of personnel management systems employee recruitment and experience programs and special human resources projects.
- Serves as liaison to the Governors Human Resources staff and Central Management Services Bureau of Personnel and represents Illinois EPA in official personnel processes.
- Perform other duties as required or assigned which are reasonably within the scope of duties.
- Requires knowledge skill and mental development equivalent to completion of four years of college preferably with courses in business or public administration
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
- Prefers at least (3) three years of experience implementing personnel laws processes and policies including the Personnel Code Personnel Rules and Pay Plan for a public or private organization.
- Prefers at least(3) three years of experience utilizing an automated Employee Human Capital Management system.
- Prefers at least(3) three years of experience communicating personnel rules and processes to employees and prospective employees.
- Prefers at least(3) three years of experience supervising professional Human Resources staff.
- Prefers at least(3) years of experience developing and implementing hiring strategies.
- Prefers at least(3) three years of experience implementing collective bargaining agreements.
- Requires the ability to travel.
- Requires a current a valid appropriate drivers license.
- Requires the ability to pass a name-based background check.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- Requires ability to work at various times outside of normal office hours to meet deadlines.
- Requires the ability to utilize an Agency supplied cell phone.
