Job Summary

About the Positions

Were seeking Office Engineers of various skill levels to support large complex heavy civil infrastructure programs including highways roads bridges transit (bus and rail) aviation (international airports) and water/wastewater projects delivered through both traditional and alternative delivery methods. These positions run the construction office: submittals RFIs contract records pay applications and change documentation. Youll keep that record complete and current so decisions on payment time and entitlement hold up months later under audit or claim review.

Responsibilities may include but are not limited to the following:

Note: We are seeking candidates of various skill levels and the following responsibilities represent the core of these roles. Scope and complexity increase with experience level.

  • May administer the programs submittal and RFI process logging distributing and tracking each item through technical review to a documented response within the contractual review period.
  • Maintain the construction record set including contract documents plans specifications addenda and as-built markups so the current approved version is the one in use.
  • Review pay applications and progress payment requests against verified quantities the approved schedule of values and contract terms and route them for approval.
  • Compile and track change order documentation including entitlement records independent estimate backup and negotiation history so the programs position is documented before anything is executed.
  • Monitor contract compliance items including insurance certificates bonds certified payroll DBE participation and permit conditions and escalate lapses before they affect payment.
  • Coordinate document flow across active work areas and the contract packages they support.
  • Reconcile field records daily reports and quantity documentation against contractor submissions so program records support payment decisions and claim review.
  • Coordinate with contractors designers and agency staff to keep responses moving and document review cycle delays and their cause when they occur.
  • Prepare program progress reports log summaries and meeting minutes and track open action items to closure.
  • Organize the projects document control structure including naming conventions version control and retention so the record survives audit claim review and funding review.
  • Support schedule updates by reconciling schedule submissions against program records of submittals RFIs and change activity.

Minimum Qualifications

  • Bachelors degree in civil engineering construction engineering construction management or engineering technology or related field or equivalent combination of education and experience.
  • 5 years of office engineering experience for large (>$500M) complex heavy-civil infrastructure projects.
  • Experience administering submittal RFI and construction correspondence logs on an active construction program.
  • Working knowledge of contract documents technical specifications and construction drawings and of how pay applications and change orders are documented against them.
  • Experience with industry standard document management and project / construction management software (e.g. Procore e-Builder Primavera P6 Unifier Kahua etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g. Outlook Teams Word PowerPoint etc.).

Preferred Qualifications

  • Masters degree in civil engineering construction engineering construction management or engineering technology.
  • Active professional certifications such as CCM (CMAA) PMP (PMI) and/or CDT (CSI).
  • Experience running the owners construction office records on a package exceeding $100M in construction value.
  • Experience administering pay applications and progress payments on a program valued at $1B.
  • Experience assembling change order and claim documentation that was later relied on in negotiation dispute review board or audit.
  • Understanding of public agency procedures and contract compliance requirements (e.g. FTA FAA state DOT etc.).
  • Experience with industry standard labor compliance and document collaboration software (e.g. LCPtracker B2GNow Bluebeam Revu SharePoint etc.).
  • Proficiency with Microsoft Power BI Oracle Cloud Analytics or other dashboard KPI reporting software.

Compensation Details

Expected Salary: $90k-$150k/year ($43-$72/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level and years of experience knowledge skills abilities education certifications licenses geographic location etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local state and/or federal law.
