Description of Work

The Nursing Home Surveyor performs regulatory oversight activities to determine whether licensed nursing homes meet federal and state requirements. The position conducts independent and team-based inspections complaint investigations and certification surveys using standardized protocols and regulatory guidelines.

Work includes reviewing resident care operational practices documentation and facility management processes to assess compliance with applicable rules. The consultant prepares legally defensible reports and presents findings to facilities and regulatory partners within required timeframes.

This is a home-based position servicing Chowan Currituck Dare Edgecombe Franklin Gates Halifax Hertford Nash Northampton Pasquotank Perquimans Vance Wake and Warren counties region. The Nursing Home Surveyor spends an average of three days per week in nursing homes conducting inspections. Occasionally inspections are required on weekends and night shift. Although management attempts to schedule inspections within a region the consultant needs to expect overnight stays when the nursing home is greater than 60 miles from their home-base.


Key Duties Include:
- Plan and schedule licensure and certification surveys based on established regulatory timelines and inspection protocols.

- Conduct routine inspections in nursing homes using interviews observations and records review to evaluate compliance with federal and state regulations.

- Perform complaint investigations by gathering evidence verifying allegations and documenting findings according to standardized survey procedures.

- Analyze clinical and operational data to determine compliance with resident care standards administrative requirements and safety practices.

- Interpret state and federal regulations and apply them consistently across diverse facility settings and conditions.

- Explain survey findings to facility leadership and regulatory partners in clear defensible terms and within mandated reporting deadlines.

- Prepare comprehensive survey reports including compliance determinations statements of deficiency and investigation summaries.

- Conduct followup inspections to verify correction of previously cited deficiencies and ensure sustained regulatory compliance.

- Collaborate with multidisciplinary consultants during joint surveys to coordinate evidence collection and regulatory determinations.

- Maintain required federal surveyor credentials including completion of mandated training and testing necessary for certification activities.

Knowledge Skills and Abilities/Management Preferences

• Expert proficiency applying state and federal regulatory standards during facility reviews demonstrated through completing fullscope licensure or certification surveys using standardized protocols.

• Advanced skill in conducting structured interviews observational assessments and detailed record reviews to verify compliance findings during routine and complaint investigations.

• Intermediate proficiency in analyzing operational and clinical documentation to determine adherence to administrative requirements resident care practices and safety systems across diverse facility types.

• Demonstrated experience preparing legally defensible compliance reports including drafting clear survey summaries and deficiency statements within mandated timelines.

• Strong capability using Microsoft Office at an intermediate level to organize evidence develop written reports and manage survey documentation for regulatory review.

• Ability to sit/stand/walk for prolonged periods

• Ability to finger/talk/hear/smell

• Ability to lift luggage (20 50 pounds)

• Close visual acuity.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical mental health and adult care facilities emergency medical services and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About the Nursing Home Licensure and Certification Section:
The Nursing Home Licensure and Certification Section of DHSR regulates nursing homes in North Carolina including combination homes that have both adult care and nursing home beds. Those receiving Medicare/Medicaid undergo routine federal inspections every nine to fifteen months conducted by trained healthcare professionals. Surveys review many areas of care and operations including resident rights quality of care staffing safety infection control and emergency preparedness.

The section investigates roughly 3000 complaints each year notifying complainants of the findings. When inspectors identify issues they issue a Statement of Deficiency. The nursing home must submit a correction plan and may face penalties. Inspectors return to ensure all problems are resolved.

  Generalist:

  Bachelors degree in a health human service or educational related field from an appropriately accredited institution and three years experience in surveying clinical and/or administration of a program in a related health field

  OR

  An equivalent combination of education and experience.

  Social Work:

  Masters degree in social work from an appropriately accredited institution and one year experience in surveying clinical and/or administration of a program in a related health field

  OR

  Bachelors degree in social work from an appropriately accredited institution and three years experience in surveying clinical and/or administration of a program in a related health field

  OR

  An equivalent combination of education and experience.

  Dietetics:

  Bachelors degree in nutrition or food service management from an appropriately accredited institution and three years experience in surveying clinical and/or administration of a program in a related health field eligible for registration from the Academy of Nutrition and Dietetics
