Job Summary

Network Construction Manager Small Cell

We are seeking an experienced Network Construction Manager to oversee the delivery of small cell construction projects throughout the Phoenix market. This is a field-focused construction management position requiring a strong understanding of wireless and small cell construction vendor and contractor management project scheduling budgets safety quality and customer requirements.

The ideal candidate will be comfortable working in the field while also managing the administrative and financial aspects of multiple projects. This position will coordinate construction activities from pre-construction through closeout working closely with vendors general contractors inspectors engineering permitting operations and project delivery teams to ensure projects are completed safely on schedule within budget and in accordance with construction standards.

Responsibilities
  • Manage multiple small cell construction projects simultaneously often across various stages of construction.
  • Conduct regular site visits including bid walks pre-construction walks in-progress inspections punch walks and construction closeout visits.
  • Participate in vendor and general contractor selection and provide recommendations based on qualifications cost schedule and project requirements.
  • Develop work packages and coordinate construction schedules with vendors contractors inspectors and internal teams.
  • Identify track procure and coordinate the release of equipment materials and BOMs required for construction.
  • Coordinate pre-construction meetings and inspections with municipalities utilities jurisdictions and other applicable agencies.
  • Provide field leadership and direction to construction and installation crews vendors and contractors.
  • Monitor construction progress identify potential delays or obstacles and develop solutions to keep projects on schedule.
  • Resolve construction issues in the field and make recommendations based on project priorities safety schedule and budget.
  • Ensure construction activities comply with company standards customer requirements safety programs and workmanship practices.
  • Act as a safety observer and quality assurance representative during field activities.
  • Maintain accurate project documentation tracking systems construction records and closeout packages.
  • Prepare and maintain purchase orders contractor invoices project financials and milestone tracking.
  • Assist with forecasting vendor PO management invoice resolution and budget tracking.
  • Monitor project costs and hold vendors accountable for maintaining approved budgets.
  • Communicate potential schedule cost safety and construction risks to management and proactively develop mitigation strategies.
  • Develop progress reports track project deliverables and deadlines and provide regular reporting on project status and variances.
  • Communicate with vendors regarding construction schedules milestones safety requirements billing and project expectations.
  • Support service delivery and construction closeout activities including ensuring complete and accurate closeout documentation.
  • Participate in cross-functional meetings and provide project updates and reporting as required.
  • Support key project performance metrics including on-time installation small cell deployment milestones vendor performance and safety.
  • Perform additional administrative reporting and project support duties as required.
Required Qualifications
  • Minimum 35 years of telecommunications or wireless construction experience with 5 years preferred.
  • Experience with small cell construction and deployment preferably within the Right of Way.
  • Experience with small cell node construction including foundations pole installation power installation RF component installation and troubleshooting.
  • Understanding of the process for bringing metered power to small cell sites.
  • Experience managing construction crews vendors contractors and multiple projects simultaneously.
  • Ability to read and interpret construction drawings and designs.
  • Familiarity with RF testing including PIM and sweep testing.
  • Working knowledge of NESC NEC OSHA and applicable construction and safety standards.
  • Understanding of the 811 utility locating process and safe practices for subsurface construction.
  • Knowledge of construction management processes project budgets forecasting and financial tracking.
  • Strong organizational and time-management skills with the ability to prioritize a high volume of projects.
  • Strong problem-solving skills and the ability to identify critical path issues and implement solutions quickly.
  • Strong communication and interpersonal skills with the ability to communicate project updates clearly and effectively.
  • Proficiency with Microsoft Office Excel and SmartSheets.
  • Valid drivers license required.
  • High school diploma or equivalent required.
  • OSHA 10 certification preferred; candidates without current certification may be required to complete training.
